BACKGROUND <br />The MTC has established an application and funding formula for the distribution of TDA <br />funds. Applications or claims are reviewed by MTC and forwarded to the Alameda <br />County Board of Supervisors for consideration and approval. <br />The ACTC has also established a funding formula for the distribution of Measure BB <br />funds (dedicated sales tax) to provide special transportation for seniors and persons <br />with disabilities. Each eligible agency must submit an application, including an eligibility <br />statement, and an approved City Council resolution. Program plan applications are then <br />forwarded to the Paratransit Advisory Planning Committee for consideration and <br />approval. <br />DISCUSSION <br />The total budgeted cost of the Pleasanton Rides Door -to -Door program is $563,372. <br />This program is typically funded through a combination of outside sources as follows: <br />Funding Sources <br />Amount <br />Outside Sources: <br />MTC — 4.5 TDA State Transit Funding` <br />$105,100 <br />Measure BB —Alameda Count '/2 cent Transportation Tax <br />542,000 <br />Sub -total: <br />$647,100 <br />Pro ram Expense: <br />New vehicle ($115,000), day trips ($29,400), service contract <br />($324,000), staff contract oversight ($28,362) and <br />miscellaneous accrual expenses $66,610 <br />$563,372 <br />Surplus recorded to Measure BB reserves <br />$83,728 <br />The Pleasanton Rides Door -to -Door program continues to be a core service offered <br />through the Library and Recreation Department. Enhancements to the program include <br />offering a fee assistance program for low-income seniors, as well as a group trip <br />program. The group trip program provides affordable day trips to destinations offering <br />education and enrichment opportunities in the San Francisco Bay Area. <br />An additional enhancement includes a travel training program designed to educate <br />seniors on how to access different modes of transportation in the Tri -Valley. Staff will <br />continue to provide outreach, education and mobility coordination with other local <br />transportation providers such as LAVTA and the Senior Support Program of the Tri - <br />Valley Volunteer Driver Program. In addition, a new vehicle will be purchased to <br />supplement the current fleet. <br />ENVIRONMENTAL ASSESSMENT <br />As an existing and continuing program, Pleasanton Rides is exempt from the California <br />Environmental Quality Act. <br />Page 2 of 3 <br />
