2. Pakpour Consulting Group <br />Pakpour Consulting Group is providing part-time construction management support <br />services on a time -and -material basis, providing project oversight and coordination <br />with the City's inspector, site visits facilitating project coordination with the designers, <br />the contractor, and the subcontractors due to unforeseen conditions and changes, <br />coordinating with the adjacent businesses, review of contract change orders and <br />schedule and support project closeout. The contract budget was based on providing <br />20 hours a week and the project completion of March 2022. Due to the numerous <br />changes and additional project coordination, extra effort has been required, <br />exhausting the budget at the end of February 2022. Staff recommends approving <br />Amendment No.1 for $65,000 for work completed to date and continuing Pakpour <br />Consulting Group's level of services through an anticipated project completion of <br />July 2022. The scope of services and fee proposal for Pakpour Consulting Group is <br />presented in Attachment 5. <br />Summary <br />GradeTech, Inc. has completed Phase 1 of the project, the west half of the parking lot <br />including the sidewalk and western adjacent property improvements, with exception of <br />the plantings, handrails and guardrails. The planting for both project phases is <br />scheduled to be completed at the end of the project. The completed work as of the end <br />of April 2022 totals $1,986,942 of the project's base bid work plus an additional <br />estimated $213,013 in change orders, leaving approximately $596,000 which primarily <br />consists of funding for the east half of the parking lot and plantings plus the additional <br />$110,000 for the Civic Park improvements yet to be completed. <br />Contract Change Orders 1 through 8 with GradeTech, Inc., along with the proposed <br />amendments to the agreements with HMH Engineers and Pakpour Consulting Group <br />total an estimated cost of $329,513, exceeding the project contingency of $329,152 <br />authorized by City Council when the project was awarded in April 2021. <br />Staff recommends allocating an additional $210,000 to the Transportation Corridor <br />Parking Lot Project, CIP No. 17448, to fund the Civic Park renovations estimated to cost <br />$110,000 and provide an additional $100,000 as a contingency to fund any future - <br />change orders required for unforeseen conditions during the remainder of the work. <br />Submitted by: <br />Stephen Kirkpatrick <br />Director of Engineering <br />Fiscal Review: <br />Mahin Shah <br />Interim Director of Finance <br />Approved by: <br />Brian Dolan <br />Interim City Manager <br />Attachments: <br />1.
