four American elm trees removed from Civic Park that died due to Dutch elm disease <br />(DED). The Commission approved the plan and recommended four red oak trees to <br />replace the four removed trees, along with the addition of two Frontier elm trees, which <br />are resistant to DED. When the trees were removed, the heavy construction equipment <br />needed caused significant damage to the park irrigation system and the park turf. A <br />renovation of the outdated irrigation system was determined to be more appropriate <br />than repairing the old existing system. Since the Transportation Corridor Parking Lot <br />project is adjacent to the park and includes irrigation and planting, the City Manager <br />requested the park renovation be accomplished as part of the project. <br />DISCUSSION <br />During the construction of the Transportation Corridor Parking Lot project, several <br />unforeseen conditions were encountered and have caused the need for contract change <br />orders and additional professional services. The change orders are due to unforeseen <br />conditions and include modifications to the storm drain system and retaining walls, <br />changes with PG&E service connection points, modifications to the irrigation, and <br />changes with the drainage and parking lot to accommodate adjacent properties. The <br />pay quantities for the aggregate base and the architectural wall treatment also required <br />change orders to increase the estimated bid quantities to the actual quantities. <br />Addressing these needed changes also disrupted the workflow, resulting in delays to <br />the schedule. The project's schedule has also been delayed due to supply issues for <br />several needed materials, including brick pavers, brick veneers, light standards, <br />handrail coatings, and power equipment. Further challenging the project schedule was <br />coordinating with PG&E to energize the equipment installed for the parking lot's lighting <br />and electric vehicle charging stations. <br />The Transportation Corridor Parking Lot project has required additional design services <br />due to the discovery of unforeseen conditions. The design engineer was also requested <br />to prepare plans for the Civic Park Landscape Renovation Plan's irrigation system and <br />plantings, so they tie well with the irrigation and plantings constructed under the parking <br />lot project. <br />The executed change orders to date, as well as the change orders still under <br />negotiation and the additional needed consultant services, have depleted the project <br />contingency authorized by City Council in April 2021. To complete the Transportation <br />Corridor Parking Lot project, it is estimated that an additional $210,000 will be <br />necessary. This includes the estimated $110,000 for the Civic Park renovations and <br />$100,000 to fund any additional change orders necessary as the project moves to the <br />next phase: constructing the east side of the parking lot. <br />More detail regarding change orders to date, as well those change orders still under <br />negotiation and the additional needed consultant services, is provided below. <br />Page 3 of 6 <br />
