In response to Councilmember Balch, Councilmember Narum clarified the item would be tabled so staff could evaluate a funding model to better understand what is being asked of the City. She confirmed she would leave it to the Human Services Commission to see if there is a benefit for future funding to a non- direct service provider. She advised there may be a category currently missing. Councilmember Balch seconded the motion. In response to Mayor Brown, Councilmember Narum explained there could be an annual review by the Human Services Commission of how the funding is working out. She noted it would be a $16,000 annual investment and the City Council should know what the returns are. She added this amendment to her motion. Councilmember Balch expressed support for the amendment. In response to Mayor Brown, Interim City Manager Dolan confirmed staff is fine with the motion. In response to Councilmember Arkin, Councilmember Narum confirmed her motion directs staff to return with a recommendation for how to fund Three Valleys similar to how the City of Dublin did but not necessarily at the same level and on a one-time basis. She confirmed the motion is for one-time funding, perhaps spread over multiple years. There can still be future City Council discussion about whether to approve the funding proposal. In response to Councilmember Testa, City Attorney Sodergren confirmed the motion to table requires three votes. Mayor Brown confirmed the vote is to both table and bring it back. Councilmember Balch clarified the motion is to table staff's three options, ask staff to bring back a revised proposal specific to Three Valleys, including a possible future Human Services Commission review or other long-term options. Councilmember Testa questioned if this would still be a grant or a services contract because it would not be competitive. Mayor Brown suggested letting staff figure out the wording. Councilmember Balch stated staff's Option 3 is included in the motion. He advised the motion is to table staff's recommendation, direct staff to return with a more specific one-time funding option for Three Valleys, and follow staff's Option 3 for future budget cycles. Councilmember Narum confirmed the summary of the motion. MOTION: It was m/s by Narum/Balch to table the item, direct the Interim City Manager to work with the Three Valleys Community Foundation's Board of Directors Chair towards a one-time grant, and direct the Human Services Commission to evaluate the grant annually and discuss if there would be a benefit to awarding future grants to non-direct service providers. Councilmember Balch reported this is on the Economic Vitality Committee's (EVC) Agenda for Thursdays meeting. Mayor Brown clarified the City Council approved this and it is going through the system.
