Debris Operations <br /> <br />The National Response Framework establishes a set of core capabilities that must be achieved <br />during disasters to save lives, protect property and the environment, and preserve the social, <br />economic, cultural, and political structure. Debris management operations support several core <br />capabilities, including: <br /> <br /> Critical Transportation <br /> Environmental Response/Health and Safety <br /> Infrastructure Systems <br /> Public and Private Services and Resources <br /> <br />Depending on the size, scope, and magnitude of the disaster, public entities may be required to <br />conduct debris operations. In cases where the magnitude of the disaster exceeds local capabilities <br />to respond, the Cities may need to contract support. <br /> <br />3.1 Priorities <br /> <br />The Cities’ EOPs list the following priorities for disaster response operations: <br /> Life/safety <br /> Incident stabilization <br /> Protection of property and the environment <br /> Community economic recovery <br /> <br />Priorities for debris operations are: <br /> Restoration of critical transportation routes <br /> Restoring access to critical facilities <br /> Disposal of hazardous materials <br /> <br />3.2 Debris Operations <br /> <br />The concept of operations describes the processes of how to achieve the objectives of the plan. <br />This section is organized chronologically to demonstrate the activities that will take place during <br />each phase of debris operations. Figure 3 below depicts how debris operations fit into the <br />response/recovery continuum after an incident that results in a large amount of debris. <br /> <br />
