Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />18 <br /> <br /> <br />2.2.2.2 City Manager’s Office <br /> Activate the EOC in response to an incident in the City <br /> Make policy-level decisions related to debris operations <br /> Provide signature authority for legal documents, including mutual aid agreements with <br />neighboring jurisdictions, inter-local agreements, and notices to proceed with contracted <br />service providers <br /> Coordinate with the Operational Area (OA) for support of debris operations <br /> <br />2.2.2.3 Finance Department <br />• Understand current state and/or federal disaster assistance program guidance and <br />regulations related to debris operations <br />• Manage documentation for state and/or federal reimbursement for debris operations. <br />• Ensure disaster debris services are procured following local, state, and federal procurement <br />regulations <br />• Coordinate with Public Works to obtain force account labor, equipment, and overtime <br />documentation related to debris removal operations for potential state and/or federal <br />reimbursement <br />• Audit purchase orders and documents, general ledger entries, cash receipts, and payroll <br />documents related to debris removal operations <br />• Manage and audit contractor invoices for payment <br /> <br />2.2.2.4 Information Technology Department <br />• Provide GIS support to identify areas of debris concentration, provide maps to debris <br />management staff and contractors, and track the progress of debris operations <br /> <br />2.2.2.5 Human Resources Department <br />• Receive and coordinate volunteers <br />• Issue guidance to the public regarding donations <br />• Manage donations received in response to the incident <br /> <br />2.2.2.6 Community Development <br />• Conduct damage assessments <br />• Enforce nuisance and abatement codes <br />• Document nuisance and abatement cases to support private property debris removal <br />• Emergency permit support for debris removal in creeks <br /> <br />2.2.2.7 City Attorney’s Office <br />• Review debris operations procedures for compliance with applicable local, state, and federal <br />regulations <br />• Draft and form approve legal documents related to debris operations <br />• Manage liability and insurance claims related to the incident <br /> <br />2.2.2.8 Public Information <br />• Coordinate with the Debris Management Group Supervisor, Public Works DOC, and the <br />EOC to develop public information messages related to debris operations
