Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />1 <br /> <br />1. Introduction <br /> <br />The City of Dublin and the City of Pleasanton (Cities) recognize the responsibility to be prepared for <br />a debris-generating incident. It is vital to plan for the protection of the public health, safety, and <br />welfare of residents and visitors if such an event occurs. Disasters can produce substantial volumes <br />of debris, creating hazardous conditions that endanger the public and disrupt the essential daily <br />lives and economy of the community. <br /> <br />1.1 Debris Management Overview <br /> <br />Disasters will result in large expenditures of labor, equipment, materials, and supplies at substantial <br />cost. The Cities must be able to provide an early, safe, and quick response to restoring public safety <br />and providing environmentally safe and economically viable conditions to the disaster-affected <br />areas. To this end, the Cities have developed this Disaster Debris Management Plan (DDMP). <br /> <br />This DDMP addresses how the response to a debris-generating incident will be coordinated with <br />local, state, and federal partners. The DDMP does not address routine debris incidents that the <br />Cities can manage; the operational concepts reflected in this plan focus on potential large-scale <br />disasters that can generate significant volumes of debris requiring an unusual or extraordinary <br />response. <br /> <br />1.2 Purpose <br /> <br />The purpose of this plan is to provide a framework for how disaster debris operations will be <br />managed by the Cities. This plan intends to: <br /> Establish coordinated debris management operations, including debris removal, reduction, <br />recycling, haul-out, final disposal, and documentation. <br /> Provide a debris management organization for each City. <br /> Identify the roles and responsibilities of departments and agencies with a role in response. <br /> Describe the resource management strategy for debris operations. <br /> <br />1.3 Background <br /> <br />This debris management plan establishes procedures and guidelines for managing disaster debris <br />in a coordinated, environmentally-responsible, and cost-effective manner. The plan: <br /> Facilitates response and recovery activities <br /> Enables the quick return of a community to normalcy <br /> Reduces impacts to humans and the environment <br /> Ensures effective use of resources <br /> Helps to control and minimize costs <br /> Aids in complying with applicable local, state/tribal/territorial, and Federal regulations <br />
