The Happy Valley Specific Plan , Chapter VII "Public Facilities", Section C <br /> "Storm Drainage", subsection 2d "Alisal Street Area and Spotorno Flat <br /> Area Drainage and Proposed Improvements", requires correction of the <br /> following deficiencies: <br /> i. Limited flooding occurs along Alisal Street at a low point along the <br /> Faith Chapel frontage. The primary cause of this is an undersized <br /> street culvert. <br /> ii. Poorly defined and incomplete roadside "V" ditches compound <br /> drainage problems in this area. The applicant shall redefine and rip- <br /> rap line all "V" ditches along the property frontages to improve <br /> roadside drainage. <br /> f. A connection between the discharge end of a new 36" storm pipe within <br /> Parcel A to the existing pipe beneath Alisal Street is proposed. The <br /> applicant shall confirm that the condition of the existing pipe is <br /> serviceable. If repairs are needed, the applicant shall complete said <br /> repairs prior to connecting. Because the existing pipe daylights at the <br /> east side of Alisal Street, a new pipe connection will require a junction <br /> structure with side openings to receive storm flows from the existing <br /> roadside "V" ditch along Alisal Street. (PROJECT SPECIFIC <br /> CONDITION) <br /> 45. MANHOLES: Referring to the Vesting Tentative Map, the curvilinear alignment <br /> of Spotorno Ranch Road at Lots 6 to 10 and 17 to 18 prompted the use of <br /> numerous manholes at close spacing. The design shall utilize manufacturer- <br /> allowed joint deflection at each storm drain and sanitary sewer pipe segment to <br /> reduce the number of manholes to the extent feasible. (Address this condition <br /> prior to improvement plan approval) (PROJECT SPECIFIC CONDITION) <br /> 46. GRADING/CONFORM ISSUES: Referring to the Vesting Tentative Map, the <br /> following grading issues shall be reconsidered in the design (Address this <br /> condition prior to improvement plan approval): <br /> a. Referring to the Geotechnical Feasibility Report, Figures 2 and 8 show <br /> cross-section A-A through a landslide with recommended corrective <br /> grading. This area does not appear to be enclosed within the dashed line <br /> on the Vesting Tentative Map with note reading, "Approximate limits of <br /> landslide repair-remove & replace slide deposit, restore to original grade". <br /> This landslide shall be repaired as recommended in the report. <br /> b. Section B on Sheet TM 6.0 of the Vesting Tentative Map shall be <br /> modified for the grading conform at neighboring properties to the north. <br /> In lieu of grading down from the pad to the existing ground surface at the <br /> subdivision boundary, instead the section must show retaining walls such <br /> PUD-138 and VTM 8616 Planning Commission <br /> Page 12 of 30 <br /> Page 11 of 30 <br />The applicant shall pay the applicable Dublin-San Ramon <br /> Services District (DSRSD) and City sewer permit fees prior to building permit <br /> issuance.
