Analysis of the collision patterns do not indicate that the lane adjustments had an influence on the <br /> collisions. Five of the ten collisions were broadside collisions caused by red light violations (four <br /> northbound redlight violations and one southbound left turn red light violation). All five of the red light <br /> violation crashes involved the northbound through and the southbound left turn. <br /> Staff evaluated the visibility of the northbound traffic signal head and while adequate, an additional <br /> signal head will be installed on a signal mast arm. <br /> Hopyard Road at Owens Drive <br /> No patterns were identified looking at the one-year collision history. Staff also evaluated the three-year <br /> collision history which included 16 collisions. Five of the 16 collisions were hit object collisions due to <br /> driver inattention on various approaches to the intersection. The remaining 11 collisions were a <br /> combination of rear end collisions on all four approaches a sideswipe due to improper lane change <br /> and two broadsides that involved differing movements. No patterns were identified and no changes are <br /> recommended to this intersection at this time. <br /> Stanley Boulevard at Valley Avenue / Bernal Avenue. <br /> Similar to Foothill Road at Dublin Canyon, the intersection of Stanley Boulevard at Valley Avenue / <br /> Bernal Avenue does not normally make the top 10 collision location list. In the previous three-year <br /> period there were a total of nine crashes. Six crashes in one year is double the average at this <br /> intersection. <br /> The six crashes include three rear-end (two eastbound and one southbound to the south of the <br /> intersection), two broadsides (both involved the southbound left, one with a northbound through and <br /> another with a northbound right) and a hit object DUI. <br /> In the first broadside collision, the southbound left ran the red light crashing into a northbound through. <br /> In the second broadside collision, the northbound right turn driver fell asleep and ran the red crashing <br /> into a southbound left turn. <br /> The two eastbound rear end collisions occurred at different times of the day and the driver testimony <br /> was that they were not paying attention. <br /> No correctable patterns were identified. <br /> Valley Avenue at Pleasanton Avenue (roundabout) <br /> In the 10 years prior to 2021, there have not been any collisions at this intersection. The five collisions <br /> occurring in 2021 are all "hit object" type collisions. Four of the collisions began with a westbound <br /> vehicle entering the roundabout. Two of the four hit the center island, the third hit the sidewalk and the <br /> fourth also hit the sidewalk and admitted traveling over 50 mph on the roadway. The 5th collision was <br /> an eastbound bicycle that was riding too fast around the roundabout and struck the roundabout. <br /> The previous 10 years with no collisions indicate that the visibility and warning of the roundabout is <br /> adequate. Green street guidance signs are present approaching the roundabouts to provide warning, <br /> and staff will evaluate if additional warning can be placed on the approaches. <br /> No correctable patterns were identified at the remaining intersections. <br /> Page 6 <br /> Avenue was not on the list for the first time, with only two collisions last year. Similarly Hopyard Road at <br /> Stoneridge Drive also had two crashes. Both of these intersections average 6+ crashes per year <br /> historically. <br /> The top three intersections are described below as well as any intersections where staff identified <br /> patterns/improvements. <br /> Foothill Road at Dublin Canyon Road / Canyon Way <br /> This is the first time this intersection has been on the top 10 list. The period from 2017 to 2020 the <br /> intersection had a total of 9 collisions. Ten collisions in one year is three times the normal rate for this <br /> intersection. It should also be noted that this intersection continues to experience lighter than usual <br /> traffic with 25,000 vehicles per day compared to the pre-pandemic volume of 45,000 per day. This <br /> continued low volume can be attributed to the low ridership on BART and the continued work from <br /> home by most of the office building businesses around Stoneridge Mall. <br /> The intersection was modified in June of 2020. The southbound alignment was altered slightly to allow <br /> the addition of a third southbound left turn lane. <br /> Page 5 <br />
