In response to Mayor Brown, Councilmember Arkin clarified she would like it heard earlier because she is pulling the item on the public's behalf and there will be public speakers. Mayor Brown agreed to hear Item 3 as Item 16. CONSENT CALENDAR Mayor Brown opened the public hearing. Jocelyn Combs advised Item 14 is an opportunity to point out that the Climate Action Plan (CAP) 2.0 will have an option to purchase either hybrid or electric vehicles. She noted there are ways the City can help achieve its CAP 2.0 goals through regular business. Mayor Brown closed the public hearing. In response to Councilmember Testa, Interim City Manager Brian Dolan confirmed the five Pleasanton Police Department (PPD) patrol cars being purchased are neither hybrid nor electric. In response to Councilmember Testa, Director of Operations and Water Utilities Kathleen Yurchak clarified the vehicles being replaced are specified as unleaded gas vehicles and not hybrid models. She confirmed several City vehicles are hybrid and advised staff will review this in the future after a full fleet assessment. Part of the reason for not making these vehicles hybrid is the potential purchase delays due to a shortage of vehicles and lengthy manufacturing time. She explained the vehicles were put to bid as unleaded gas vehicles and the City cannot deviate from the bid. In response to Councilmember Testa, Police Chief David Swing reported area agencies are testing other vehicle models including a Tesla in the City of Fremont. He advised PPD would like to remain with a gas combustion motor for this purchase with the understanding technology will improve over time. He noted the next vehicle order will provide another opportunity to evaluate other fuel options. Councilmember Testa noted she wants PPD to have the best vehicles possible and the hybrids got great reviews. She advised she is uncomfortable approving non-hybrid vehicles with CAP 2.0 on the Agenda tonight. She expressed hopes that hybrid vehicles were better vetted. Mayor Brown stated she is appreciative Chief Swing is testing hybrid vehicles. Interim City Manager Dolan advised CAP 2.0 includes a program to evaluate the entire fleet but explained the process will review servicing capabilities and infrastructure needs to support major changes to the fleet. He noted implementing the program will allow the City to start every purchase search with vehicles the City can service. In response to Councilmember Testa, Interim City Manager Dolan clarified he was speaking specifically of electric cars and noted the City is not ready for them yet. There are hybrid vehicles in the City's fleet. In response to Councilmember Arkin, Director Yurchak clarified the City's hybrid vehicles are not Code 3 pursuit vehicles but rather pool vehicles used by other City departments. She advised the City would require more time to study hybrids to ensure the models meet the needs of patrol officers. Councilmember Arkin agreed hybrid and electric vehicles should be considered in the future after this purchase. Councilmember Narum moved to approve the Consent Calendar with the exception of Item 3 and incorporating the amendment to Item 12. Councilmember Balch seconded the motion.
