that Universal Design upgrades will likely add to the cost of construction, and some <br /> changes, such as wider hallways or step-free entries could be challenging to accomplish <br /> depending on model home floorplans and adjacent grades. <br /> AB 1400 — Universal Design Checklist <br /> AB 1400, codified as California Health and Safety Code Section 17959.6, was adopted by <br /> the legislature in 2003, and required HCD to develop guidelines and adopt a New Home <br /> Universal Design Checklist. The checklist is required to be provided by the developer of <br /> any new for-sale residential housing development to the buyer. The checklist informs the <br /> buyer of the list of universal accessibility features that would make the home entrance, <br /> interior routes of travel, bathrooms and kitchen more usable for everyone, including <br /> persons with disabilities. The list of items is generally consistent with those features <br /> outlined in the CBC, and the developer is required to indicate if the feature is standard, <br /> limited, optional, or not available; and if available, at what point in the construction <br /> process the buyer must notify the developer they wish to purchase the feature. <br /> Although not required by the State law, many cities have elected to create and publish a <br /> version of the checklist. For example, the City of Dublin has created a checklist in <br /> conformance with AB 1400, which is required for any project over 20 units to be provided <br /> to buyers (Attachment 2). Pleasanton could consider developing and adopting a checklist <br /> for developers' use, to facilitate the implementation of AB 1400. <br /> Negotiated Conditions of Approval for Multi-Family Residential Developments — <br /> Enhanced Accessibility <br /> In recent years, the City has been successful in negotiating, as a project feature, inclusion <br /> of enhanced accessibility features in multi-family projects. Recent large multi-family <br /> projects (15 or more units) approved within the past five to seven years, have included <br /> the following condition of approval, or similar condition of approval: <br /> UNIVERSAL DESIGN— 15 OR MORE UNITS: Unless otherwise approved by the <br /> Director of Community Development, all units, including those otherwise required to <br /> be adaptable, shall provide the following features: <br /> a. Pre-wire for both audible and visual capability of doorbell within unit. <br /> b. Balcony/patio floor level not more than one-half inch lower than floor level <br /> within the unit at doorway. <br /> c. Windows considered suitable for viewing shall have a 36-inch maximum sill <br /> height above finish floor. <br /> d. 44-inch minimum hallway width and 32-inch minimum clear door opening width <br /> for all doorways within units (baseboard may encroach into the minimum <br /> hallway width). <br /> e. Lever-type handles on all doors. <br /> f. An 18-inch minimum clear floor space beside door on pull side at the latch <br /> jamb. <br /> g.
