14 <br /> THE CITY OF <br /> ••'3 1" CITY COUNCIL AGENDA REPORT <br /> pLEASANTON® <br /> April 19, 2022 <br /> Human Resources <br /> TITLE: ADOPT A RESOLUTION CERTIFYING AN EXCEPTION TO THE <br /> 180-DAY WAITING PERIOD TO APPOINT AN EXTRA HELP RETIRED <br /> ANNUITANT PURSUANT TO GOVERNMENT CODE SECTIONS <br /> 7522.56 AND 21224 <br /> SUMMARY <br /> The Human Resources Department has a critical need to retain the services of Debra <br /> Gill, a retired annuitant, for ongoing labor negotiations, and for lead direction on several <br /> key projects. This appointment is for a limited duration. <br /> RECOMMENDATION <br /> Staff recommends City Council adopt a resolution waiving the 180-day waiting period <br /> for this designated retired annuitant and appoint Debra Gill as extra help as a retired <br /> annuitant in labor negotiations and several ongoing, complex projects consistent with <br /> work at the level of Director of Human Resources and Labor Relations. This limited <br /> duration assignment is recommended to be effective April 20, 2022, pursuant to <br /> Government Code Sections 7522.56 and 21224 at an hourly rate consistent with the <br /> salary schedule for Director of Human Resources and Labor Relations. <br /> FINANCIAL STATEMENT <br /> The total cost for the services is not expected to exceed $30,000 in the current fiscal <br /> year. There are sufficient savings in the Human Resources FY 2021/22 budget based <br /> on experienced vacancies during the year to cover these costs. <br />
