BACKGROUND <br /> The City distributes approximately 4,500 million gallons of treated water per year to <br /> 22,000 customers. The City has two sources of water supply: (1) treated surface water <br /> and groundwater purchased from Zone 7 Water Agency and (2) groundwater from three <br /> City owned and operated wells with a total pumping allotment of 1,140 million gallons <br /> per year. The City's distribution system consists of 20 storage tanks, 14 pump stations, <br /> and over 300 miles of piping. The annual operating budget for the water system <br /> program is approximately $29 million (capital improvement plan expenditures not <br /> included). The City's water system program requires management of various elements <br /> including administration, planning, operations and maintenance, capital improvements, <br /> resources, and financing. Attachment 1 provides an illustration of these program <br /> elements. <br /> DISCUSSION <br /> To ensure the effective management of its water system, the City is preparing a WSMP <br /> that will be a living document.. reviewed every three years to evaluate its effectiveness <br /> and comprehensively updated every six years. Initial development will occur in three <br /> phases: <br /> • Phase 1 — High Level Assessment of City's Water System Program: This phase will <br /> include utilizing the United States Environmental Protection Agency's Effective Utility <br /> Management guidance document to evaluate the City's existing water system <br /> program practices and make recommendations for improvements. <br /> • Phase 2 — Develop Work Plan: This phase will develop a work plan to prioritize and <br /> implement improvements based on the outcome of Phase 1. The work plan will <br /> include a schedule that spans a minimum of six years so that it covers the time <br /> period of the initial WSMP through the first comprehensive WSMP Update. The work <br /> plan will prioritize activities to occur as part of the initial WSMP, activities to occur as <br /> part of future WSMP updates, and activities that although guided by the WSMP will <br /> occur through separate planning efforts (e.g., urban water management plans, water <br /> rate studies, water connection fee studies, etc.). The work plan will recommend the <br /> timing of these activities for proper integration. <br /> • Phase 3 — Prepare Initial WSMP: The City will develop the initial WSMP in <br /> accordance with the work plan from Phase 2. The WSMP will be organized by the <br /> program elements shown in Attachment 1. Anticipated tasks to be included in the <br /> initial WSMP include, but are not limited to: <br /> o Establish goals, key performance indicators, and policies to guide the water <br /> system. <br /> c Review/summarize existing planning efforts (e.g., urban water management <br /> plans, risk and resiliency assessments, water distribution capacity <br /> evaluations, etc.), identify planning gaps, and perform high priority planning <br /> tasks (e.g., establish an asset renewal and replacement program, perform a <br /> regulatory review, etc.). <br /> c Review/summarize existing operation and maintenance practices, identify <br /> deficiencies, and perform high priority tasks (e.g., establish a standard <br /> operating procedures program and competency-based training program). <br /> c Recommend a prioritized list of actions, programs, and capital improvement <br /> projects to be implemented to improve management of the water system. <br /> Page 2 of 3 <br />
