18 <br /> THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLf ASANTO\ <br /> April 19, 2022 <br /> Operations Services <br /> TITLE: APPROVE AN AGREEMENT WITH CAROLLO ENGINEERS IN THE <br /> AMOUNT OF $999,750 TO PREPARE THE WATER SYSTEM <br /> MANAGEMENT PLAN <br /> SUMMARY <br /> To ensure the effective management of its water system, the City of Pleasanton (City) is <br /> preparing a Water System Management Plan (WSMP). The WSMP will address the <br /> various elements of water system management including administration, planning, <br /> operations and maintenance, capital improvements, resources, and financing. <br /> Attachment 1 provides an illustration of these program elements. The WSMP will be a <br /> living document that is reviewed every three years to evaluate its effectiveness and <br /> comprehensively updated every six years. The initial WSMP development will include <br /> performing a high-level assessment of the water system program. developing a work <br /> plan to implement high-priority recommendations from the assessment, and preparing <br /> the initial WSMP formal report. Staff issued a Request for Qualifications (RFQ) for <br /> consultants to prepare the WSMP and received a Statement of Qualifications (SOQ) <br /> from four firms: Carollo Engineers, GHD, Hazen and Sawyer, and Kennedy Jenks. <br /> Based on review of SOQs and follow-up interviews, the City's selection committee <br /> recommended Carollo Engineers as the top-ranked firm to prepare the WSMP based on <br /> their project approach, qualifications of personnel, and experience with similar efforts. <br /> This project is included in the City Council Priorities Work Plan. <br /> RECOMMENDATION <br /> 1. Approve and authorize the City Manager to execute an agreement with Carollo <br /> Engineers in the amount of$999,750 to prepare the Water System Management <br /> Plan. <br /> 2. Close CIP 21176 — Water Asset Management and reallocate FY 2021/22 budget of <br /> $300,000 to CIP 22190 — Water System Management Plan. <br /> 3. Allocate $300.000 from Fund 421 Water Replacement Capital Improvement <br /> Program to CIP 22190. <br /> FINANCIAL IMPACT <br /> The agreement with Carollo Engineers in the amount of$999,750 is funded by CIP <br /> 22190 — Water System Management Plan, which after the recommended allocations <br /> has a project fund balance of $1,000.000. <br />
