Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />36 <br /> <br /> Debris Operations Officer NIMS ID 7-509-1347 <br />- Oversees debris operations <br /> Debris Planning Officer NIMS ID 7-509-1348 <br />- Establishes the debris management plan for debris removal <br /> Debris Estimation Technical Specialist 7-509-1344 <br />- Evaluates and estimates types and quantities of disaster-generated debris <br /> Debris Training and Safety Officer NIMS ID 7-509-1349 <br />- Ensures that debris staff complete all required training and ensures on-site safety of <br />debris staff <br /> <br />In the event the Cities do not have force account labor and equipment available for debris <br />operations, they should procure external support from mutual aid, contracted resources or by <br />requesting assistance from the OA. <br /> <br />3.3.6 Environmental Considerations and Other Regulatory Requirements <br />CalEPA provides guidance for local and state agencies to conduct disaster debris, waste and <br />HAZMAT removal activities. The following sections describe best practices from CalEPA to address <br />removal of HAZMAT, HHW and asbestos-containing materials (ACM), as well as air monitoring and <br />sampling processes to be conducted at the disaster or incident, and debris management sites. <br /> <br />Health and Safety <br /> Ash may contain elevated levels of heavy metals and/or asbestos. During debris removal <br />operations, an exclusion zone will be established around each site containing ash. All <br />personnel entering this area will be required to wear level C protective attire. <br /> All on-site cleanup personnel entering the exclusion zone must be 40-hour HAZWOPER <br />trained Under 29 CFR 1910.120, and California Code of Regulations (CCR) Title 8, Section <br />5192. <br /> A full-time health and safety officer will be assigned to debris projects. The health and safety <br />officer should be a certified industrial hygienist (CIH). This responsibility may be provided by <br />a contractor. <br /> <br />Depending on the task and activity, all cleanup contractors’ working on-site must have the following <br />certifications and licenses: <br /> <br /> State Contractor’s License – Must include an asbestos certification component (if conducting <br />ACM removal), and general engineering, demolition and hazardous substance certif ications <br />depending on the task performed <br /> Department of Occupational Safety & Health Asbestos Registration Number (If conducting <br />ACM removal) <br /> Hazardous Waste Transporter Registration Number – Issued by California Department of <br />Toxic Substances Control RCRA EPA ID Number – Issued by U.S. Environmental Protection <br />Agency, Region 9 <br /> U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration <br />– Hazardous Material Certificate of Registration <br /> California Highway Patrol – Hazardous Materials Transportation License <br /> U.S. Department of Transportation, Federal Motor Carrier Safety Administration – License
