Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />31 <br /> <br /> Begin ROW debris removal <br /> Begin environmental monitoring program of TDMS <br /> Continue to coordinate with external agencies <br /> Initiate discussions with the state and/or FEMA <br /> Obtain FEMA guidance for procurement and special debris programs <br /> <br />Intermediate Recovery <br />Intermediate recovery includes activities that take place after immediate debris needs have been <br />addressed. Intermediate recovery typically occurs two weeks to several months post-disaster. These <br />activities include: <br /> <br /> Maintain and evaluate ROW cleanup <br /> Begin ROW stump removal as necessary <br /> Open additional TDMSs as necessary <br /> Conduct meetings with the CalOES and/or FEMA <br /> Begin special debris programs <br /> Communicate ROW debris removal program close-out to residents via press release <br /> <br />Long-Term Recovery <br />Long-term recovery includes activities to close-out debris programs and reconcile documentation. <br />Long-term recovery may take several years depending on the severity of the disaster and the audit <br />processes from regulatory agencies. Long-term activities include: <br /> <br /> Complete all debris recovery activities <br /> Identify ineligible debris on ROW <br /> Complete the disposal of reduced debris <br /> Close-out and remediate TDMSs <br /> Conduct project close-out meetings with the State and/or FEMA and external agencies. <br /> <br />3.3 Collection and Removal Strategy <br /> <br />The collection and removal strategy provides details on how the Cities will conduct debris operations <br />to clear, collect, and remove debris. <br /> <br />3.3.1 Emergency Roadway Clearance <br />The Cities will coordinate resources to conduct emergency roadway clearance through internal <br />sources, mutual aid, or contracted services. If necessary, the Cities may use contractors or request <br />additional resources for emergency road clearance from the OA. <br /> <br />Emergency roadway clearance will be coordinated with utility crews to ensure safety while <br />conducting debris operations near damaged infrastructure. <br /> <br />Major thoroughfares and critical facilities in the Cities will be considered priority during emergency <br />roadway clearance activities. These major thoroughfares and facilities are critical to government <br />response activities, including emergency medical services, fire suppression, and law enforcement
