Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />16 <br /> <br />o Oversee debris collection operations in City parks <br />• Support damage assessments and estimate debris totals. <br />• Coordinate department personnel and coordinate with personnel from supporting <br />departments and agencies regarding debris management operations <br /> <br />2.2.1.2 City Manager’s Office <br /> Activate the EOC in response to an incident in the City <br /> Make policy-level decisions related to debris operations <br /> Provide signature authority for legal documents, including mutual aid agreements with <br />neighboring jurisdictions, inter-local agreements, and notices to proceed with contracted <br />service providers <br /> Coordinate with the Operational Area (OA) for support of debris operations <br /> <br />Public Information <br />• Coordinate with the Debris Management Group Supervisor, Public Works DOC, and the <br />EOC to develop public information messages related to debris operations. <br />• Provide press releases and social media posts (e.g., NextDoor, Twitter, Facebook) related <br />to debris removal operations, set out procedures and citizen debris drop-off locations. <br />• Update the City’s website with instructions and updates regarding debris operations. In event <br />of a prolonged power outage, see Section 6. Public Information for print media distribution <br />options, such as flyers and door hangers. <br />• Coordinate with the EOC to broadcast debris management instructions to the public through <br />Nixle and AC Alert. <br />• Provide timely information to the public regarding debris operations in accessible formats to <br />the whole community. <br /> <br />Information Technology Division <br />• Provide Geographic Information System (GIS) support to identify areas of debris <br />concentration, provide maps to debris management staff and contractors, and track the <br />progress of debris operations <br /> <br />Human Resources Division <br />• Receive and coordinate volunteers <br />• Issue guidance to the public regarding donations <br />• Manage donations received in response to the incident <br /> <br />2.2.1.3 Administrative Services <br /> <br />Finance Division <br />• Understand current state and/or federal disaster assistance program guidance and <br />regulations related to debris operations. <br />• Manage documentation for state and/or federal reimbursement for debris operations. <br />• Ensure disaster debris services are procured following local, state, and federal procurement <br />regulations.
