Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />15 <br /> <br />2.1.4 Environmental Health Task Force Leader <br />The Environmental Health Task Force Leader has the following responsibilities: <br /> <br /> Liaises with regional, state, and federal environmental agencies and contractors to monitor <br />environmental impacts of debris management operations, including ground/surface water, <br />air, soil, and asbestos monitoring. <br /> Coordinates with the Debris Collection and Disposal Task Force Leader, or designee, to <br />conduct soil sampling at DMS locations prior to and after closure of DMS. <br /> Tracks progress of environmental monitoring and testing operations, and documents results. <br /> Provides regular updates to the Debris Management Group Supervisor regarding the status <br />of environmental monitoring operations. <br /> Ensures environmental monitoring operations are conducted in a safe manner. <br /> Ensures all hours, expenses, and equipment use are accurately documented. <br /> <br />2.1.5 Debris Removal Task Force Teams <br /> Coordinates through the Debris Collection and Disposal Task Force Leader to divide into <br />teams consisting of debris removal and debris monitors to collect debris and deliver it to the <br />appropriate location for reduction, recycling, or disposal. <br /> Reports any hazardous conditions such as downed power lines, hazardous material <br />(HAZMAT) spills, and natural gas leaks to the proper authorities, as well as the Debris <br />Collection and Disposal Task Force Leader. <br /> Tracks progress of the Task Force Team in debris removal, reduction, recycling, and <br />disposal operations. <br /> Provides updates as required to the Debris Collection and Disposal Task Force Leader <br />regarding the Task Force Team's status and progress. <br /> Obeys Health and Safety Policy and follows health and safety guidance in conducting <br />debris removal, reduction, and disposal operations. <br /> Ensures all hours, expenses, and equipment use are accurately documented. <br /> <br />2.2 Roles and Responsibilities <br /> <br />In addition to staff assigned to field debris management operations, other departments and offices <br />within the Cities provide critical support. Their roles and responsibilities are listed below. <br /> <br />2.2.1 City of Dublin Departmental Roles and Responsibilities <br />City of Dublin departments support debris management operations by performing the following <br />functions: <br /> <br />2.2.1.1 Public Works <br />• Activate and manage the Public Works DOC. <br />• Assign a staff member to serve as the liaison with the EOC. <br />• Assign a staff member to serve as the Debris Management Group Supervisor for the <br />incident. <br />o Assists the City with emergency roadway clearing activities <br />o Assess damages and estimate debris in City parks
