Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />12 <br /> <br />• Catastrophic disasters will require prolonged, sustained debris operations and support <br />activities. <br />• The California Disaster Assistance Act (CDAA) governs the eligibility rules for disaster debris <br />removal within the state. Jurisdictions must first seek funding through the CDAA prior to <br />requesting funding from FEMA. <br /> <br />1.5 Plan Goal and Objectives <br /> <br />The goal of this plan is to provide a concept of operations to conduct debris operations in the Cities <br />with the following priorities: <br />• Saving lives <br />• Preserving the health and safety of responders and the public <br />• Protecting property and the environment <br /> <br />The plan objectives describe the end result for successful debris operations within each City. These <br />are the broad concepts that must be achieved in order to meet the purpose of this plan. The <br />objectives for each City are as follows: <br />• Conduct pre-disaster preparedness. <br />• Facilitate debris removal operations to ensure public health and safety. <br />• Consider those with disabilities and access and functional needs throughout debris <br />operations. <br />• Maximize diversion to the greatest extent possible to preserve remaining landfill capacity. <br />• Establish mechanisms to coordinate with stakeholders to manage debris operations. <br />• Coordinate public information regarding debris with other affected jurisdictions and the State. <br />• Utilize internal and private sector networks to manage debris operations. <br />• Request additional resources, if necessary, through established channels. <br />• Comply with applicable local, state, and federal requirements throughout debris operations. <br />• Forecast debris and resource requirements. <br /> <br />The specific activities required to achieve these objectives are included in Section 3: Debris <br />Operations Plan.
