Some states produce more affordable units. <br />California has some of the most prolific programs, <br />as 57 programs report creating about 29,000 units <br />with an average of 510 and median of 189 affordable <br />units created per program. Massachusetts has more <br />programs that are less prolific. Eighty-four programs <br />have produced approximately 9,000 affordable units, <br />with an average of 107 units.
