In response to Mayor Brown, Councilmember Arkin confirmed she wants no fixed fees and restated her <br /> motion is to approve the resolution with all three modifications. <br /> MOTION: It was m/s by Arkin/Testa to approve the resolution with the revisions to Section 2(i), <br /> Section 2(iv), and Section 2(ix). Motion passed by the following vote: <br /> Ayes: Councilmembers Arkin, Testa, Mayor Brown <br /> Noes: Councilmembers Balch, Narum <br /> Absent: None <br /> Mayor Brown stated their goal remains to provide as much solar energy as possible, especially to low- <br /> income residents. <br /> MATTERS INITIATED BY CITY COUNCIL. <br /> Councilmember Balch stated there is ,a clear prioritization for the all-abilities playground in the <br /> community survey but he expressed concerns over the fundraising. He reported meeting with the Three <br /> Valleys Community Foundation and discussing a presentation made to the City of Dublin supporting <br /> local non-profit organizations. He:stated there are public-private partnerships the City may want to <br /> explore for projects like the all-abilities playground. He requested a presentation from Three Valleys <br /> about how they can better assist the City's non-profits through public-private partnerships. <br /> Mayor Brown reported she has talked to Three Valleys and requested they go through the City's grant <br /> process instead of leapfrogging in front of others. <br /> Councilmember Balch expressed his impression Three Valleys is unable to achieve the grants. He <br /> stated he is not talking about funding Three Valleys but rather to learn more. He advised Three Valleys' <br /> request may have a financial component as it did in the City of Dublin, but he noted the request was <br /> successful..Councilmember Narum expressed support for this presentation. <br /> In response to Councilmember Arkin, Councilmember Balch stated he would like to learn more about <br /> Three Valleys and how they set up funds to do public-private partnerships for projects like the all- <br /> abilities playground. He stated Three Valleys can fund the non-profit funding mechanisms and he would <br /> like to learn more about it as a City if it is an opportunity to support their non-profits. <br /> Councilmember Arkin stated any organization or non-profit could raise money for anything, including <br /> the all-abilities playground. She stated it seems like Three Valleys is asking for funding from cities and <br /> she believes only Dublin has done it. <br /> Councilmember Balch stated Three Valleys could present during the public comment period or with a <br /> full presentation. He stated it does not mean the City Council has to act but if they can support non- <br /> profits through avenues beyond their grant process, Three Valleys seems like they are trying to do it. <br /> He clarified Dublin was asked for operational funding to facilitate non-program-specific projects which is <br /> why grant funding is not available to them. <br /> In response to Councilmember Arkin, Councilmember Balch confirmed they might ask for money from <br /> the City as part of their presentation. He advised he is not affiliated with Three Valleys. <br /> Mayor Brown reported Three Valleys went to each city, asking for $50,000 to set up an organization. <br /> She stated she would not go into detail but advised there is a presentation on Friday by Three Valleys <br /> at the Innovation Tri-Valley (IN) Leadership Group and it will be online if anyone is interested in <br /> watching.
