63. DUST CONTROL PLAN: The applicant shall submit a written dust control plan or <br />procedure to the Engineering Department subject to the review and approval of the <br />Director of Engineering/City Engineer. (Address this condition prior to improvement plan <br />approval) <br />64. EXISTING PAVEMENT FRONTING THE DEVELOPMENT: The applicant's California <br />licensed civil engineer shall examine the structural section of the existing street(s) <br />fronting the development and submit a summary with the first submittal of the <br />improvement plans. The summary shall include the civil engineer's findings and an <br />opinion of the sufficiency of the existing pavement to support the post -project traffic <br />demand. If the opinion concludes the existing pavement is insufficient to support the <br />post -project traffic demand, the civil engineer shall submit a recommendation in the <br />summary to reconstruct or rehabilitate the existing pavement. The recommendation <br />shall be subject to the review and approval of the Director of Engineering/City Engineer. <br />If the opinion concludes the existing pavement is sufficient, the applicant shall apply a <br />slurry seal treatment on Alisal Street and Westbridge Lane after the completion of utility <br />undergrounding and frontage improvements and prior to the City Council's acceptance <br />of public improvements. (Address this condition prior to acceptance of improvements) <br />65. CURB AND GUTTER: The applicant shall construct vertical Portland cement concrete <br />(PCC) curb and gutter on proposed public streets within this development in compliance <br />with the City Standard Specifications and Details in effect at the time of the issuance of <br />permits, unless otherwise approved by the Director of Engineering/City Engineer. <br />(Address this condition prior to improvement plan approval) <br />66. RETAINING WALLS: All retaining walls along the street shall be located behind the <br />public service easement (PSE), unless otherwise approved by the Director of <br />Engineering/City Engineer. All retaining walls with a minimum height of 4 feet, <br />measured from the bottom of the footing to the finished grade at the top of the wall, and <br />all retaining walls with a surcharge shall be designed by a California licensed civil or <br />structural engineer. (Address this condition prior to improvement plan approval) <br />67. STREET LONGITUDINAL SLOPE: The minimum grade for the gutter flowline on public <br />and private streets shall be 0.75 percent, unless otherwise approved by the Director of <br />Engineering/City Engineer. (Address this condition prior to improvement plan approval) <br />68. SUBDRAINS: The curb and gutter along the proposed public and private streets shall <br />have a subdrain installed at either the back of the curb or lip of gutter in compliance with <br />the City Standard Specifications and Details in effect at the time of issuance of permits. <br />Sub -drains shall be connected to the storm drain system or drained by other means <br />acceptable to the Director of Engineering/City Engineer. (Address this condition prior to <br />improvement plan approval) <br />69. EXISTING SUBDRAINS: All subdrains to be installed as part of the landslide <br />remediation effort shall have cleanouts installed at the upstream end of the pipe and <br />shall terminate in a storm drain or other storm drain outfall, subject to the review and <br />approval of the Director of Engineering/City Engineer and prior to City Council <br />acceptance of the public improvements. The homeowner shall be responsible to <br />relocate a subdrain, if the subdrain encountered during the excavation of a pool or other <br />subsurface structure. Homeowners within the subdivision shall receive notice of the <br />presence of these subdrains, and the requirement shall be included in the CC&Rs or <br />Maintenance Agreement, whichever applies, subject to the review and approval of the <br />PUD -138 and VTM 8616 Page 15 of 25 <br />
