Environmental Checklist <br />Aesthetics <br /> <br />Final Initial Study – Negative Declaration 25 <br />c. Would the project in non-urbanized areas, substantially degrade the existing visual character or <br />quality of public views of the site and its surroundings? (Public views are those that are <br />experienced from a publicly accessible vantage point). If the project is in an urbanized area, <br />would the project conflict with applicable zoning and other regulations governing scenic quality? <br />Pleasanton is an urbanized area with the following applicable visual character/quality policies in the <br />Pleasanton General Plan Land Use, Community Character, Conservation and Open Space, and <br />Subregional Planning Elements: <br />Land Use Element <br /> Policy 8: Preserve and enhance the character of existing residential neighborhoods. <br /> Policy 12: Preserve the character of the Downtown while improving its retail and residential <br />viability and preserving the traditions of its small-town character. <br /> Policy 19: Preserve designated open space areas for the protection of public health and safety, <br />the provision of recreational opportunities, agriculture and grazing, the production of natural <br />resources, the preservation of wildlands, water management and recreation, and the physical <br />separation of Pleasanton from neighboring communities. <br /> Policy 20: In the ridgelands, preserve the remaining agricultural open space. <br /> Policy 21: Preserve scenic hillside and ridge views of the Pleasanton ridgelands and Southeast <br />Hills.17 <br />Community Character Element <br /> Policy 2: Improve the visual appearance of the Downtown. <br /> Policy 3: Maintain the scale and character of the historic Downtown and surrounding residential <br />areas. <br /> Policy 6: Enhance the visual appearance and natural condition of the arroyos. <br /> Policy 7: Improve the visual quality of entryways to Pleasanton. <br /> Policy 9: Enhance landscaping along city streets and the freeways. <br /> Policy 17: Maintain, enhance, and protect the quality, character, and distinctiveness of <br />residential neighborhoods. <br /> Policy 20: Preserve scenic hillside and ridge views, and other natural features in the hills.18 <br />Conservation and Open Space Element <br /> Policy 6: Protect all large continuous areas of open space, as designated on the General Plan <br />Map, from intrusion by urban development. <br /> Policy 7: Preserve and expand open-space opportunities, including open-space access to the <br />public. <br /> <br />17 Pleasanton, City of. 2009.
