City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br /> <br />24 <br />and scenic routes including I-680, I-580, and SR-84.11,12 I-680 is a designated State scenic highway <br />that runs north-south through Pleasanton and offers views of the wooded hillsides and surrounding <br />valleys. I-580, which runs east-west and is located in the northern portion of Pleasanton, is eligible <br />for designation as a State scenic highway.13,14 <br />As a policy document, the CAP 2.0 would not result in impacts related to scenic vistas and scenic <br />highways. However, implementation of some CAP 2.0 strategies may promote infrastructure <br />development and other physical changes through policies and programs. CAP 2.0 Action S3 and P4 <br />promote installation of small-scale solar PV systems and associated battery energy storage systems <br />at existing municipal facilities and in new developments. CAP 2.0 Action P5 encourages the <br />installation of EV charging stations and supporting infrastructure. Additionally, CAP 2.0 Actions P13 <br />and S8 facilitate the expansion of the urban forest and green stormwater management <br />infrastructure within the City. CAP 2.0 projects would generally be limited to the existing developed <br />areas of the City and would be small-scale in nature. Expansion of the urban forest could have a <br />positive effect on scenic vistas, adding new tree cover and enhancing existing natural landscapes. <br />The CAP 2.0 would promote infrastructure development and redevelopment that is complimentary <br />to existing development and land uses. Though the implementation of the CAP 2.0 may result in <br />future development, CAP 2.0-related projects and actions, including those identified above, would <br />be required to adhere to City development zoning and regulations, including Pleasanton Municipal <br />Code (PMC) Chapter 18.20, Design Review, which establishes the City’s Design Review process, and <br />the Pleasanton Standards and Guidelines, which establish criteria for the aesthetic qualities of new <br />and retrofitted development in the City including design, architecture, lighting, landscaping, and <br />signage.15,16 Compliance with the PMC and Pleasanton Standards and Guidelines would ensure that <br />potential future infrastructure development and redevelopment related to the CAP 2.0 would be <br />carefully integrated with the existing character of the Pleasanton community, minimizing potential <br />aesthetic impacts. In addition, CAP 2.0 projects and actions would be reviewed for consistency with <br />the Pleasanton General Plan policies related to scenic resources prior to approval. As such, the CAP <br />2.0 would not result in adverse impacts related to scenic vistas or State scenic highways within the <br />City.
