Given the design considerations incorporated in the project, proposed landscaping, and <br />surrounding context of the site, staff suggests the building design and massing is appropriate <br />for the site. <br />Green Building <br />The proposed project will be Green Point Rated (with the project applicant aiming for <br />approximately 74 points, where a minimum of 50 points are required). Staff especially <br />appreciates the added drought -tolerant landscaping, electric vehicle charger being installed for <br />the residential unit, and solar panels proposed on the unit. This location is also inherently <br />positive for a new residential unit given the proximity to the Altamont Commuter Express <br />(ACE), amenities (i.e., restaurants, shops, etc.), and potential employment locations. The <br />City's largest source of Greenhouse Gas (GHG) Emissions comes from the transportation <br />sector. Locating residential units proximate to those items increases the likelihood of residents <br />walking, biking, and choosing public transit. Further, incorporating an electric vehicle charger <br />allows a future resident to own an electric car without the need to invest in EV infrastructure. <br />The City's second largest source of GHGs comes from energy use in buildings. This project <br />includes solar which will enhance the unit's resilience against power outages, reduce power <br />used off the grid, and may even provide renewably sourced power back to the grid. <br />PROJECT SITE ALTERNATIVES <br />The subject parcel is a legally created lot, whose zoning allows for a residential unit as <br />provided by the project. The proposed project meets the intent of the zoning designation, and <br />all buildings are in compliance with zoning standards with respect to maximum height, <br />setbacks, etc. Strictly per the Code, the project is deficient one parking space, because one <br />parking space is located in a lift and does not have unimpeded access to the street. As such, <br />the project will need to pay in -lieu parking fees for one space.
