BACKGROUND <br />Site and P[gjg c Descri tion <br />The 8,510 -square -foot subject site is situated on Ray Street between Main Street and <br />First Street. The subject site is relatively flat with an existing two-story 2,917 -square -foot <br />commercial office building toward the front, as seen in the Topographic Survey in <br />Exhibit B of Attachment 3. There are currently 10 surface parking spaces located behind <br />the office building which are accessed by a drive aisle on the east side of the building. <br />The proposed project involves developing the rear portion of the site, as seen in Exhibit <br />B of Attachment 3. The proposal includes constructing a new 1,069 -square -foot, two- <br />story residential unit at the rear of the lot. A 434 -square -foot carport (that includes two <br />surface parking spaces and a lift accommodating one upper vehicle) is attached to the <br />unit. The unit incorporates outdoor space within a 178 -square -foot rooftop deck, 18 - <br />square -foot front porch, and eight -square -foot second -floor balcony as well as ground - <br />floor open space to the rear of the unit. The proposed plans are included as Exhibit B of <br />Attachment 3. <br />Prior Approvals <br />The existing property includes an office building with parking behind. The office building <br />was formerly a residential structure that was converted in 1984. In 2002, the City <br />approved application PDR -172, for an approximately 1,500 square foot expansion of the <br />office building, and construction of a two -unit residential apartment at the rear of the <br />site. The approval included an in -lieu agreement for four parking spaces. The apartment <br />building was approximately 2,400 square feet. It was sited toward the rear of the site in <br />an "L" shape. Though approved, the residential component of the project was never <br />built, and the approvals have since expired. The Downtown Specific Plan has been <br />updated since this approval. <br />Prelimina Review Annliration <br />In 2020, the applicant submitted a Preliminary Review Application for the subject project <br />that was reviewed and modified in response to staff comments. The Planning <br />Commission reviewed the project in a workshop on August 26, 2020. The minutes are <br />attached as Exhibit D of Attachment 3. The main discussion at hand involved the <br />parking on-site and building design. <br />Subject Application Review <br />On December 18, 2020, the applicant submitted a formal application for Design Review <br />(P20-1053). In response to Planning Commission workshop comments during the 2020 <br />Preliminary Application, the applicant proposed project modifications intended to further <br />improve the design of the project and address the concerns of the Commission, as <br />detailed in the Planning Commission agenda report (Attachment 3). There was an eight- <br />month delay in the applicant's resubmittal of the project, however, upon resubmittal, the <br />applicant did make additional modifications as requested by staff, including adding <br />electric vehicle charging for the residence, increasing the proposed planting, adjusting <br />some of the square -footage, adding articulation to the north and south elevations, <br />painting the CMU block in the carport, and modifying the roof forms. <br />Page 2 of 9 <br />
