Resolution No. <br />Page Three <br />required residential parking spaces on-site and providing 9 of 10 required commercial parking <br />spaces on-site plus one in -lieu parking payment) and meets both the PMC and DSP Policy LD - <br />P.20. <br />The adjacent buildings to the subject lot are one- and two-story buildings. The proposed two- <br />story residential unit will be substantially screened from view with intermittent visibility along <br />Ray Steet. While visible from neighboring properties, the proposed building has consistent <br />massing to neighboring structures and is designed to minimize its scale through its building <br />design (i.e., articulation such as building insets, color and material changes, and architectural <br />detailing). The proposed design includes architectural detailing consistent with the existing <br />building on-site (e.g., uses matching materials and architectural style). As such, the Council <br />finds the project has an appropriate relationship to its site, the streetscape, and public view. <br />As noted, the new building incorporates similar design elements to the existing building on-site. <br />The project design also considers function in the design (e.g., accounts for trash cans and <br />mechanical), green building (e.g., incorporates electric vehicle charging and solar and <br />excludes natural gas). As such, the Council finds the proposal to be positive and <br />commensurate with the high-quality site, landscaping, and building design and finishes <br />expected for new development within the City. <br />The City Council concludes the required Design Criteria can be made to approve the subject <br />application. <br />Section 2: The City Council hereby approves Case Nos. P20-1053, the application of Wassim <br />Naguib to construct a new 1,069 square -foot two-story residential unit behind an existing <br />commercial building located at 218 Ray Street, subject to the Conditions of Approval shown in <br />Exhibit A, attached hereto and made part of this case by reference. <br />Section 3: This resolution shall become effective immediately upon its passage and adoption. <br />PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br />a regular meeting held on March 1, 2022. <br />I, Jocelyn Kwong, City Clerk of the City of Pleasanton, California, certify that the <br />foregoing resolution was adopted by the City Council at a regular meeting held on the 1st day <br />of March 2022, by the following vote: <br />Ayes: <br />Noes: <br />Absent: <br />Abstain <br />Jocelyn Kwong, City Clerk <br />Dated: <br />
