BACKGROUND
PM 8291 was approved by the City on January 19, 2006, and subsequently recorded in
Book 288 of Parcel Maps on Pages 15 -16. This subdivision created two residential lots,
one addressed 3520 Dennis Drive (APN 946-1146-50), and one addressed 2201 Martin
Avenue (APN 946-1146-49). This subdivision also dedicated a strip of land to the City
varying in width between 11 and 14 feet across the Dennis Drive frontage for future
road widening.
VTPM 11110 was approved by the City on November 4, 2021, along with Ordinance
2223 and PUD-140. This subdivision will create two residential lots. The property is
currently addressed as 2207 Martin Avenue (APN 946-1146-46). This subdivision is
obligated to dedicate a 14-foot strip of land to the City across the Dennis Drive frontage
for road widening.
DISCUSSION
Dennis Drive is currently constructed to full roadway width between Chocolate Street
and Rathbone Way. South of Rathbone Way, Dennis Drive has sub-standard width to
the Newton Way intersection. VTPM 11110 presents an opportunity to widen the
roadway to full width across two property frontages south of Rathbone Way. The VTPM
11110 subdivider is obligated for roadway widening across their subdivision frontage
and has agreed to widen the road across the adjoining frontage of 3520 Dennis Drive in
exchange for reimbursement of design and construction costs. A reimbursement
agreement will effectuate this understanding. The agreement relies, however, on a
funding allocation from the Street CIP — General Fund (Fund 211). The program
contains sufficient funds for this purpose.
The current owner of 3520 Dennis Drive is aware of the proposed roadway widening
across their property frontage.
Staff recommends City Council authorize the City Engineer to enter into the agreement
and authorize the funding allocation to supplement the previously collected funds.
Submitted by: Fiscal Review: Approved by:
Stephen Kirkpatrick Tina Olson Brian Dolan
Director of Engineering Director of Finance Interim City Manager
Attachment:
1.
