Zoning for Missing Middle Housing Guidebook, November
2021, by ABAG and Opticos Design, Inc.
STAFF RECOMMENDATION
Staff recommends that the Planning Commission review and provide a recommendation on
housing policy topics including workforce housing and affordability by design as part of the
2023-2031 (6th Cycle) Housing Element Update.
SUMMARY
On September 22 and October 19, 2021, the Planning Commission and City Council,
respectively, reviewed four sections of the Preliminary Report prepared for the Housing
Element. The report included: a Housing Needs Assessment, a Housing Constraints Analysis,
a Review of Existing Programs, and information on Housing Resources.
The Review of Existing Programs portion of the report provided an overview of the existing
Housing Element policies and programs and is a means to measure and demonstrate to the
California Department of Housing and Community Development (HCD) progress in
implementation. In addition to the existing policies and programs in the Housing Element, the
City Council and Planning Commission considered a suggested list of additional policy topics
that might be addressed in the Housing Element update, and agreed these items were worthy
of additional discussion.
The Planning Commission at its February 9, 2022, meeting, reviewed and provided direction
on the following policy topics: lower-income housing fund, inclusionary zoning ordinance,
density bonus ordinance, and a potential affordable housing overlay zone. At this meeting,
Planning Commission is requested to review policies and provide a recommendation to City
Council regarding workforce housing and affordability by design. On February 24, 2022, the
Housing Commission is scheduled to hear these topics and provide its recommendation to City
Council. The recommendations by both Commissions will be presented to the City Council for
its consideration and direction, tentatively scheduled for its March 15, 2022, meeting.
ti,'.'. it-7;.. ._
'''''./...
f { !
I' ! `'1! rte` I , ',,,,,)
(/ ! +}` Y a c
' .'% .^'
i
1 O
r_:,` `msµ`. f.- 2, r() / Q
'"• :::
r:,/.-/ t J "- r l7
1/4 o
1 511
co °
Gal t 1 •, r3 -
4 Ii fr.
` J ` ,` z......,
CL at51 E `. , /
nk you,
Marian and Mike Green
Click here to report this email as spam.
Click
jlttps//www mailcontrol com/sr/tjiS3awbKrrGX2POPOmvUrTWOOPRvz4DHMl4Yig00z1UJjiHbdjljDw2MgBzVJFJgK7MIIzWkM2n9BVBzDB66w==
to report this email as spam
therefore, deviating from a strict or literal interpretation and enforcement of PMC
Section 18.88.050 should not be required.
first finding can be made.
P21-0715/P22-0126, Lighthouse Baptist School Planning Commission
9 of 13
ll applicable City permits for the
;r? eoperation.,
a •,_ •;;;.! .3:S.t^ prior to the commencement of o;Ft!'u
•
r '.ti . ii "I' 6. tic alcohol shell be consumed outside e the establishment.
.
;- - nee,',. 7.
