<br /> STAFF RECOMMENDATION
<br /> Staff recommends that the Planning Commission review and provide a recommendation on
<br /> housing policy topics including workforce housing and affordability by design as part of the
<br /> 2023-2031 (6th Cycle) Housing Element Update.
<br /> SUMMARY
<br /> On September 22 and October 19, 2021, the Planning Commission and City Council,
<br /> respectively, reviewed four sections of the Preliminary Report prepared for the Housing
<br /> Element. The report included: a Housing Needs Assessment, a Housing Constraints Analysis,
<br /> a Review of Existing Programs, and information on Housing Resources.
<br /> The Review of Existing Programs portion of the report provided an overview of the existing
<br /> Housing Element policies and programs and is a means to measure and demonstrate to the
<br /> California Department of Housing and Community Development (HCD) progress in
<br /> implementation. In addition to the existing policies and programs in the Housing Element, the
<br /> City Council and Planning Commission considered a suggested list of additional policy topics
<br /> that might be addressed in the Housing Element update, and agreed these items were worthy
<br /> of additional discussion.
<br /> The Planning Commission at its February 9, 2022, meeting, reviewed and provided direction
<br /> on the following policy topics: lower-income housing fund, inclusionary zoning ordinance,
<br /> density bonus ordinance, and a potential affordable housing overlay zone. At this meeting,
<br /> Planning Commission is requested to review policies and provide a recommendation to City
<br /> Council regarding workforce housing and affordability by design. On February 24, 2022, the
<br /> Housing Commission is scheduled to hear these topics and provide its recommendation to City
<br /> Council. The recommendations by both Commissions will be presented to the City Council for
<br /> its consideration and direction, tentatively scheduled for its March 15, 2022, meeting.
