SUPPLEMENTAL MATERIAL
Provided to the Planning Commission
After Distribution of Packet
From: Sachiko Riddle SR 1/25/2022
To: Sachiko Riddle Date Distributed:
Subject: FW:P21-0715,Lighthouse Baptist Church
Date: Monday,January 24,2022 11:09:34 AM
From: Debbie Ayres >
Sent: Monday,January 24, 2022 8:33:42 AM
To: Eric Luchini<ELuchiniUcityofpleasantonca.gov>
Subject: P21-0715, Lighthouse Baptist Church
Senior Planner, Eric Luchini:
Thank you, staff& City Council, for giving thoughtful consideration to this proposal.
Not long after I moved onto Second Street across from Lighthouse Baptist Church 8-10 years ago,
there was a proposal for the same church to operate a private school for fifty students. The proposal
was denied. Why?
Now 8-10 years later, I am not sure what part of"No" has changed?Traffic, parking& noise
challenges six days per week instead of three?
Traffic&safety issues at the corner of Second & Neal have only been exacerbated to the point of
having to add a four way stop.
Traffic on First& Neal has increased with additional housing units built on Stanley, cut through traffic
from Livermore&the valley and ice cream lines @ Meadowlark Dairy.
Already church members park in front of my house Sunday mornings&evenings as well as on
Wednesday evenings until 8:30 p.m. And their church bus &van get moved around and parked on
surrounding streets.
To think that parents, classroom volunteers&staff should have to park at the school district office
lot(which may be torn down to build affordable housing units) and walk to the school for a meeting
or to work is not right. They should be able to park near the school in order to meet or work.
I feel for the neighbors who share property borders with the school; in regard to, noise level. With
COVID,windows need to be open &children need to get outside for fresh air&State required daily
Physical Education minutes.
I once lived on Tiffany Lane directly behind the Christian Church on Del Valle. The noise level when
the children were outside playing was high. What I appreciated however about that church was that
they walked the neighborhood&thanked us for our patience&tolerance of their programs noise,
parking and traffic issues. Church members baked plates full of cookies for the many neighbors each
holiday season. Perhaps Lighthouse Baptist should talk to the neighbors&address concerns?
Due to restricted space &variants needed for noise, parking&traffic issues, I am opposed to the
r add conditions of approval to mitigate such
impacts or may revoke said conditional use permit.
9. OUTDOOR STORAGE: There is to be no outdoor storage without prior approval by the
City.
P21-0715 and P22-0126 PC-2022-06, February 23, 2022
Page 2 of 7
ersons and vehicles traveling to/from the subject site would be far less than those
regularly attending church activities at the same location; thus, based simply on the
maximum number of persons and vehicles no safety hazards would be created. Therefore,
the Planning Commission makes this finding.
te off-site parking at an
alternate location within walking distance of the subject site. The Planning Commission
believes the applicant is proposing a reasonable solution to the on-site parking challenges
and therefore, deviating from a strict or literal interpretation and enforcement of PMC
Section 18.88.050 should not be required.
first finding can be made.
P21-0715/P22-0126, Lighthouse Baptist School Planning Commission
9 of 13
ll applicable City permits for the
;r? eoperation.,
a •,_ •;;;.! .3:S.t^ prior to the commencement of o;Ft!'u
•
r '.ti . ii "I' 6. tic alcohol shell be consumed outside e the establishment.
.
;- - nee,',. 7.
