City of Pleasanton–Spotorno Ranch Reduced Development Project <br />Initial Study/Consistency Checklist Environmental Checklist <br /> <br /> <br />FirstCarbon Solutions 81 <br />https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx <br />c) Federally Protected Wetlands <br />Would the project: Have a substantial adverse effect on State or federally protected wetlands <br />(including, but not limited to, marsh, vernal pool, coastal, etc.) through direct <br />removal, filling, hydrological interruption, or other means? <br />The 1998 HVSP FEIR determined that development has the potential to impact jurisdictional <br />wetlands, and included MM J6 and J10 to reduce potential impacts to less than signifciant. <br />Subsequent to the certification of the 1998 HVSP FEIR, two wetland delineations have been <br />conducted on the project site, one by Olberding in 2008 which was verified by the United States <br />Army Corps of Engineers (USACE), and one by LOA in January and April 2015, which was verified by <br />the USACE on December 1, 2017 (Appendix C). <br />Four seasonal wetlands occur on the project site, totaling approximately 1.30 acres. Three of the <br />four wetlands (totaling 0.85 acres) occur on slopes within the open space areas of the site (Parcel C), <br />and would not be affected by construction. As stated in Checklist Question 4.4(b), four intermittent <br />drainages also occur within the preserved open space area of the project site and would not be <br />impacted by project construction. All wetlands on the project site, whether isolated or not, are <br />considered jurisdictional by the Regional Water Quality Control Board (RWQCB). <br />Proposed slope stabilization activities that would occur within the open space area would impact <br />one of the four seasonal wetlands (0.02 acre). Trenching that would be required for a stormwater <br />conveyance pipeline and the construction of an emergency vehicle access road would result in <br />temporary and permanent impacts to one additional wetland (0.02 acre temporary and 0.01 acre of <br />permanent impacts). Total impacts would amount to 0.03 acre of permanent impacts and 0.02 acre <br />of temporary impacts. <br />In accordance with the 1998 HVSP FEIR, mitigation for these wetlands impacts would be satisfied <br />through implementation of MM J6 and MM J10, which require the project applicant to obtain fill <br />permits and provide additional mitigation of wetland impacts as may be required by regulatory <br />agencies (USACE, CDFW, and RWQCB) upon review of applications for fill permits. With the <br />implementation of these measures, impacts to the on-site protected wetlands would be reduced to <br />less than significant levels. Therefore, the proposed project would not result in any new or more <br />severe impacts to State or federally protected wetlands beyond what was previously analyzed in the <br />1998 HVSP FEIR. <br />d) Fish or Wildlife Movement <br />Would the project: Interfere substantially with the movement of any native resident or migratory <br />fish or wildlife species or with established native resident or migratory wildlife <br />corridors, or impede the use of wildlife nursery sites? <br />The 1998 HVSP FEIR did not directly evaluate whether the development of the HVSP would interfere <br />with the movement of wildlife. The project site contains agricultural/rangeland, and the surrounding <br />area consists of residential, light commercial, and agricultural uses.
