City of Pleasanton–Spotorno Ranch Reduced Development Project <br />Environmental Checklist Initial Study/Consistency Checklist <br /> <br /> <br />50 FirstCarbon Solutions <br />https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480021/Consistency Checklist/21480021 Spotorno Ranch Consistency Checklist ScreenCheck.docx <br />b) State Scenic Highways <br />Would the project: Substantially damage scenic resources, including, but not limited to, trees, rock <br />outcroppings, and historic building within a state scenic highway? <br />The 1998 HVSP FEIR determined that some of the Spotorno Upper Valley Medium Density <br />Residential area is visible from the I-680 corridor, but that the potential for adverse aesthetic <br />impacts is minimal due to its distance from the project site. Furthermore, the 1998 HVSP FEIR <br />determined that impacts would be less than significant with implementation of the site <br />development standards and design guidelines, including MM L4 and MM L6. <br />I-680, traversing Pleasanton in a north–south direction, is an officially designated State Scenic <br />Highway. I-580 and State Route 84 (SR-84), extending west of I-680, are both Eligible State Scenic <br />Highways but are not officially designated.14 These three highways feature wooded hillsides and <br />valleys and other open space. The project site is 0.73 mile west of I-680; however, because of <br />intervening hilly terrain and vegetation, the residential portion of the project is not visible from the <br />highway. <br />The hills surrounding Happy Valley, which include the undeveloped hillsides east of the project site <br />are identified in the HVSP as providing a scenic resource for Valley residents and the greater <br />community. This area would be preserved as open space as described in the Project Description, and <br />these undeveloped hillsides would therefore maintain their scenic contribution to this scenic <br />corridor. Furthermore, the proposed project would implement the site development standards and <br />design guidelines required by the 1998 HVSP FEIR. As such, the proposed project would not <br />substantially damage scenic resources, including but not limited to trees, rock outcropping, and <br />historic buildings within a State Scenic Highway. Therefore, the proposed project would not result in <br />any peculiar effects related to scenic resources within a State Scenic Highway and would not result in <br />new or more severe impacts related to scenic resources within a State Scenic Highway beyond what <br />was previously analyzed in the 1998 HVSP FEIR. <br />c) Visual Character <br />Would the project: In non-urbanized areas, substantially degrade the existing visual character or <br />quality of public views of the site and its surroundings? (Public views are those <br />that are experienced from publicly accessible vantage point). If the project is in <br />an urbanized area, would the project conflict with applicable zoning and other <br />regulations governing scenic quality? <br />The 1998 HVSP FEIR determined that the Spotorno Upper Valley Medium Density Residential area <br />would have a significant change in character as a result of the HVSP, but that the change in aesthetic <br />character would not be one that is unusual in Pleasanton, nor would it result in a demonstrable <br />negative effect.
