As discussed in greater detail in Section 3.12, Transportation, the proposed project <br />would incorporate a planned trail network consistent with the intent of the network shown in the <br />City’s 2019 Trails Master Plan and HVSP that would be approved by the City prior to the issuance of <br />building permits. These trails are shown on Exhibit 7a. A summary of planned trails is provided <br />below. <br />The HVSP identifies a proposed Spotorno Flat Area Trail within the Spotorno property area. In <br />addition, the HVSP identifies two other trails within the Spotorno property area: the “Bypass Road <br />Trail ,” and the “Spotorno MDR/Foley Ranch Trail connection”), which would connect from the Bypass <br />Road Trail to the east. The 1993 Trails Master Plan shows trails along Westbridge Lane, and also <br />includes a trail connecting from approximately Minnie Street, across the north edge of the HVSP <br />area to the east. The 1993 Master Plan shows a range of facility types and designs, ranging from <br />“Class A” regional trails, “Class B” trails that are separated from streets, and “Class C” trails, which <br />are local/connector trails that are typically on-street, with widths ranging from 4 to 8 feet, <br />depending on location and use. <br />The City’s 2019 Trails Master Plan further defines these trails to include a Class I/Multiuse trail <br />connecting Alisal Street to Westbridge Lane, generally along the alignment of the proposed Spotorno <br />Drive; a bicycle/pedestrian trail along the north side of Westbridge Lane then a pedestrian trail on <br />the project site to be ultimately connected to the existing Callippe trails, and additional trails <br />through the eastern portion of the Spotorno Ranch property, which would connect the Spotorno Flat <br />Area Trail to the Foley property to the east, and to Lund Ranch (Exhibit 9) <br />2.3.5 - Grading <br />The project proposes to balance cut and fill on-site. Approximately 29,200 cubic yards of material <br />would be generated from grading activities to construct the home sites, streets/sidewalks, trails, and <br />bioretention areas, and also from utility and lot spoil piles (waste material from related excavation). <br />The majority of this material would be used as fill for the home sites; the remaining fill material <br />would be placed on Parcels A and/or B, or would be used in the construction of on-site roads. <br />To repair an existing landslide in the eastern portion of the Spotorno Flat Area, an additional <br />estimated 31,000 cubic yards of cut and an equal amount of fill would be generated. The excavated <br />material would be re-used as engineered fill, and the original grades would be restored. As a result, <br />site grading would be balanced, and neither off-haul nor import of dirt would be required. Exhibit 10 <br />shows the proposed grading and utility plan. <br />2.3.6 - Utilities <br />The Spotorno Ranch property does not include any existing utility systems. Existing water, <br />wastewater, and stormwater infrastructure systems are located immediately adjacent to Spotorno <br />Ranch Drive, within Alisal Street and Westbridge Lane. Exhibit 10 shows the proposed stormwater <br />infrastructure.
