<br />PUD-138 and Vesting Tentative Subdivision Map 8616 Planning Commission <br />5 of 28 <br />Figure 3: HVSP Land Use Plan <br /> <br />HVSP Circulation and Trails <br />The Happy Valley area is primarily served by two streets, Alisal Street and Happy Valley Road. <br />The HVSP circulation system includes a bypass road, intended to route traffic off of these two <br />existing streets, through a new road connection across the upper (hillside) portion of the <br />Spotorno property (see Figure 3). The HVSP links the construction of the bypass road in two <br />segments with development of the Spotorno parcels (and funding from the developers and <br />City): HVSP Lot 96 with a maximum of five new homes, HVSP Lot 97 with a maximum of 75 1 <br />new homes, and HVSP Lot 98 with a maximum of 22 new homes. The HVSP further states the <br />bypass road improvements shall be funded through the development of the Spotorno Upper <br /> <br />1 The ability to actually develop 75 new homes is also questionable under the November 2008 voter-approved Save Pleasanton’s Hills & <br />Housing Cap (Measure PP) which limits properties to 10 or fewer housing units if proposed on areas with slopes of 25% or greater, or within <br />100 vertical feet of a ridgeline.
