PUD-138 and VTM 8616 Planning Commission
needs. (Address this condition during construction) (PROJECT SPECIFIC
CONDITION)

52. WATER & SEWER SYSTEM EVALUATION: The City commissioned a Happy
Valley Water & Sewer Study by RMC dated 11-21-2016 which evaluated the
residual capacity of the installed potable water and sanitary sewer networks to
serve properties within the Happy Valley Specific Plan. The study focused on
properties that had not been annexed.

a. For water capacity, Section 3 “Water System Evaluation” of the report
concluded that the City’s existing water distribution system has sufficient
capacity to meet the City’s criteria for minimum pressures, maximum
velocity, and allowable headloss, although the report did not model the
distribution system. The City subsequently commissioned a City-wide
water system computer model currently under development by Akel
Engineering Group. Since the RMC report did not model the distribution
system, the applicant shall fund the creation of a scenario within the Akel
computer model to determine whether distribution system upgrades are
needed based on the applicant’s expected water demand. The City’s
Operations Services Department will lead this effort once funding is
submitted. (Address this condition prior to improvement plan approval)

b. For sewer capacity, Section 4 “Sewer System Evaluation” of the report
concluded that there is sufficient capacity available in the trunk sewer
downstream of the Sunol Boulevard connection. The report assumed,
however, that the force main pipe in Alisal Street extending from Pump
Station S-14 along the applicant’s Parcel A frontage to Sycamore Road
was 6-inches in diameter. The existing force main is currently 4-inches in
diameter. The applicant shall evaluate through computational analysis
the need for a 6-inch diameter force main using the RMC report’s
assumptions together with the subdivision’s expected effluent discharge
to Pump Station S-14. This analysis shall be submitted to the City’s
Operations Services Department for review and approval. If the City
determines a need to upgrade the force main pipe, then the applicant
shall implement this improvement. The design and construction cost of
the upgrade will be eligible for fee credits against the Happy Valley
Specific Plan Sanitary Sewer Main Pro-Rata Share Fees that would
otherwise be collected. (Address this condition prior to improvement
plan approval) (PROJECT SPECIFIC CONDITION)

53. WATER SERVICE: The Happy Valley Specific Plan, Chapter VII “Public
Facilities”, Section A “Water”, subsection 1 “Specific Plan Water System
Concept”, includes the following requirement: “The City shall construct and front
the cost of constructing all water facilities required for the Golf Course and Golf
Course housing in accordance with a future agreement to be entered into
between the City and the Golf Course property owners. The owners of existing
