ALISAL STREET SHOULDER AND DRAINAGE IMPROVEMENTS FOR PEDESTRIAN USE: Improvements along the east side of Alisal Street shall consist of shoulder and drainage improvements sufficient to provide a 3 to 6- foot-wide natural trail where possible. Said improvements shall avoid removing above-ground utilities, and existing landscaping extended from residential properties into the existing right-of-way, where possible. The improvements shall start at the northern boundary of the project site traveling north until it meets Sycamore Road. The improvements shall be constructed by the applicant in conjunction with the Project subdivision improvements, but if delayed for any reason outside the control of the Applicant said delay shall not result in a delay to the Project. For example, should any property or easement acquisition be necessary to construct the improvements, then said acquisition shall be the sole responsibility of the City and shall not delay the Project subdivision improvements. The applicant shall receive credits for the approved costs to design and construct the improvements per City standards and subject to Cal. Labor Code §1720 et. seq., against the Capital Facilities Fee and Transportation Development Fee otherwise due, up to the total amount of such fees at the time of their required payment, through a fee credit agreement as provided in PMC §§3.22.060 and 3.26.070. If design and construction costs of the improvements exceed the fee credits, the applicant shall be responsible for such costs not to exceed the fee credits plus 11% of the credits; and applicant shall be repaid for approved costs that exceed 11% of the credits by a reimbursement agreement as provided in PMC §19.40.060. (PROJECT SPECIFIC CONDITION) 19. PARKING: A minimum of three parking spaces shall be provided for the primary residence. A minimum of four on site visitor parking spaces shall be provided with ample on site turn around space eliminating the need for vehicles to back out onto the public right of way.(PROJECT SPECIFIC CONDITION) 20. PARKING FOR ADU: One parking space shall be provided for the ADU. (PROJECT SPECIFIC CONDITION) 21. FIREPLACES: All new indoor and outdoor fireplaces or similar appliances shall be an electrical fireplace. (PROJECT SPECIFIC CONDITION) 22. OPEN SPACE MANAGEMENT PLAN: A site-specific Open Space Management Plan shall be submitted and is subject to review and approval by the City Attorney’s Office and Fire Marshal prior to recordation of the final map. The plan shall address agricultural operations, open space maintenance, and wildlife and vegetation preservation needs. The plan shall also include a Wildland Fire Protection Plan component.
