Mrs. Lister expressed <br />concerns regarding privacy and massing with a two-story home on Martin Avenue and <br />prefers a single -story home instead. <br />At the December 8 meeting, the item was continued to the January 12, 2022, meeting <br />due to the received and anticipated volume of public comments on the project and time <br />constraints with other public hearing items. <br />January 12, 2022 <br />The Planning Commission was provided a memorandum supplementing the December <br />8 agenda report, in response to public comments and providing additional information <br />on one- and two-story homes in the area. The memorandum (Attachment 5) also <br />provides copies of public comments received, both in opposition and in support of the <br />project. Comments in opposition were generally from residents of Cameron Circle, a <br />subdivision limited by their PUD to single -story homes and not directly adjacent to the <br />subject property. The Cameron Circle commenters were not opposed to development of <br />the site, however, are of the opinion a two-story home would be setting an inappropriate <br />precedent in the neighborhood. See the memorandum, Attachment 5, for additional <br />information. <br />The project was presented to the Planning Commission at their January 12, 2022, <br />meeting. During the meeting, those in opposition did not speak or were not present, and <br />five people spoke in support of the project. At the meeting, the Planning Commission <br />reviewed and considered the following elements related to the project: public <br />comments; the proximity of the Cameron Circle subdivision (which is not directly <br />adjacent to the subject site); the existing mature landscaping on adjacent properties; <br />and consistency with the development pattern of the greater Mohr -Martin neighborhood <br />(which includes a variety of one- and two-story homes). Ultimately, the Planning <br />Commission unanimously approved a motion recommending approval of the <br />applications, without changes, and subject to the conditions of approval in Exhibit A of <br />Attachment 1. See the Planning Commission agenda report, Attachment 4, and the <br />excerpted draft minutes of the January 12 Planning Commission hearing, Attachment 6, <br />for additional information. <br />SITE AND AREA DESCRIPTION <br />The subject property is a flat, 1.3 -acre "L" shaped vacant site, addressed as 3707 <br />Trenery Drive but with frontage on both Trenery Drive and Martin Avenue (see Figure <br />1). There is a cluster of small trees in the southwest corner of the lot, with mature trees <br />along the property lines of the adjacent lots to the south and west (Figures 2 — 4). A <br />vacant lot and single-family homes are located north, across Trenery Drive, a single- <br />family home and Alameda Flood Control property (across Martin Avenue) are located <br />east, and single-family homes are located immediately south and west of the subject <br />site.
