the increased demand. The property owner will also be required to pay Development <br />Impact Fees (e.g., Capital Facility Fee, water/sewer connections, etc.) to offset the cost <br />of City facilities and infrastructure necessitated by the development. <br />BACKGROUND <br />The property at 3747 Trenery Drive is located mid -block on the south side of Trenery <br />Drive. It is part of the Mohr -Martin area, generally defined by Martin Avenue, Mohr <br />Avenue, the former Southern Pacific Railroad right-of-way, and Stoneridge Drive. The <br />Mohr -Martin area comprises predominantly residential uses of varying densities and <br />home designs. Many of the properties within the area were originally located in <br />unincorporated Alameda County, but were progressively annexed into the City of <br />Pleasanton during the 1990s. Thus, many of these properties were subdivided and <br />developed in conformance to planning, zoning, and construction standards of Alameda <br />County. <br />On April 1, 1997, City Council adopted Ordinance No. 1709 for RZ-97-2, which <br />prezoned the subject property to the PUD-LDR District as part of a larger 34.5 -acre <br />area, for a maximum density "approaching" 2.0 dwelling units per acre. The property <br />was formally annexed into the City of Pleasanton in 1998. <br />City Council approved PUD -97 (2201 Martin Avenue) in 2003, and more recently, PUD - <br />140 (2207 Martin Avenue) and PUD -141 (2215 Martin Avenue) in October 2021. All <br />three properties, which are north of the subject site, included similar proposals to <br />establish development standards and uses for construction of one- and two-story <br />homes and related site improvements. The subject property is one of two remaining <br />vacant lots in the Mohr -Martin area without an approved development plan (3707 <br />Trenery Drive is the other remaining lot). <br />On January 12, 2022, the Planning Commission unanimously approved a motion <br />recommending approval of the application subject to the conditions of approval in Exhibit A <br />of Attachment 1. See the Planning Commission agenda report, Attachment 2, and the <br />excerpted draft minutes of the January 12 Planning Commission hearing, Attachment 3, <br />for additional information. <br />SITE AND AREA DESCRIPTION <br />The subject property is a flat, 1 -acre vacant site (see Figures 1-3). There are three trees <br />less than six inches in diameter at the rear (south), two fruit trees on the west side, and <br />three bushes on the northwest corner of the lot. Single-family homes are located north, <br />across Trenery Drive, and to the east, south, and west of the subject site. Existing <br />houses in the area are one- to two -stories and sited appropriately with their respective <br />lot size. <br />Page 2 of 7 <br />
