THE CITY OF7 <br />"' =°:r CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />February 15, 2022 <br />Community Development <br />Planning Division <br />TITLE: CONSIDER AN APPLICATION FOR PLANNED UNIT DEVELOPMENT <br />(PUD) DEVELOPMENT PLAN APPROVAL TO CONSTRUCT A SINGLE - <br />STORY HOME WITH TWO GARAGES AND A DETACHED ACCESSORY <br />DWELLING UNIT WITH GARAGE AND RELATED SITE IMPROVEMENTS <br />AT 3747 TRENERY DRIVE <br />SUMMARY <br />The applicant, Mark Landolf, is proposing to construct a detached single-family home <br />and accessory dwelling unit (ADU)l on the vacant lot at 3747 Trenery Drive. Although <br />the subject lot is part of a previously approved PUD, it does not have an approved PUD <br />development plan, which is necessary to establish development standards and uses for <br />development of the lot, and which requires review and a recommendation by the <br />Planning Commission to City Council for action. The Planning Commission, at the <br />January 12, 2022, public hearing, recommended approval of the project subject to <br />conditions of approval. The item is now before the City Council, which may approve, <br />approve with conditions, or deny the application. <br />PLANNING COMMISSION ACTION <br />On January 12, 2022, the Planning Commission, on a 5-0 vote, recommended approval <br />of the application based on the project analysis and PUD considerations, and subject to <br />the conditions of approval provided as Exhibit A of Attachment 1. The Planning <br />Commission agenda report and draft minutes excerpt are included as Attachments 2 <br />and 3. <br />RECOMMENDATION <br />1. Find the project is exempt from environmental review pursuant to the California <br />Environmental Quality Act Guidelines (CEQA). <br />2. Make the PUD considerations for the proposed development plan as stated in <br />the draft ordinance, Attachment 1. <br />3. Introduce the draft ordinance approving Case No. PUD -144, subject to conditions <br />of approval listed in Exhibit A of Attachment 1. <br />FISCAL IMPACT <br />The project is expected to generate revenues to cover its costs of service as increases <br />in property taxes would be used to provide services, such as police and fire required for <br />' The ADU is informational only as ADUs are considered without discretionary review or hearing and is not subject to <br />growth management allocations. A condition of approval has been added limiting the ADU to a maximum of 1,000 <br />square feet in area, as required by the Pleasanton Municipal Code. <br />
