The remaining two acres of the Spotorno Flat Area are considered undevelopable <br /> because they are within the identified 50-foot setback from the Verona Fault. The <br /> Spotorno family would retain ownership of the undevelopable two acres, along with the <br /> remainder of Lot 98 totaling approximately 80 acres, which would be subject to a <br /> permanent agricultural/open space conservation easement. <br /> To accommodate the proposed development, a segment of an existing, 16.5-foot wide <br /> public road easement located within the project site would also need to be vacated. <br /> The bypass road contemplated in the HVSP is not part of the proposed application. As <br /> mentioned in the Background section of the report, the funding of the bypass road <br /> construction would have come from the development of the Spotorno's Upper PUD-LDR <br /> (Lot 96 of HVSP) and PUD-MDR (Lot 97 of HVSP). No development is currently <br /> proposed on these two lots. <br /> Site Layout <br /> One public street, Spotorno Ranch Drive, would serve the project area, connecting to <br /> Alisal Street and Westbridge Lane (see Figure 4). New residences would take access <br /> directly from Spotorno Ranch Drive, except for Lots 13-15, which would front and take <br /> access from Westbridge Lane. Lots using Spotorno Ranch Drive would have shared <br /> driveway entrances to minimize the number of driveway cuts and potential conflicts with <br /> through traffic, bicycles and pedestrians. The proposed Spotorno Ranch Drive would be <br /> 45 feet wide with two 14-foot-wide travel lanes (Figure 5) —this configuration could <br /> accommodate parking on one side if the applicant chooses, as well as sidewalk, trail, <br /> and a landscape strip. <br /> Page 7 of 18 <br />
