Parks and Recreation Commission Action <br /> On June 10, 2021, the Parks and Recreation Commission reviewed the trails network <br /> proposed in conjunction the development proposal and expressed support for it. Some <br /> of the Commissioners wished to see a park included in the development proposal. After <br /> taking public testimony, the Parks and Recreation Commission unanimously <br /> recommended approval of the trail component of the project to the City Council. <br /> Housing Commission Action <br /> On June 17, 2021, the Affordable Housing Agreement associated with the development <br /> proposal was presented to the Housing Commission. In addition to payment of Lower- <br /> Income Housing Fees (LIHF), the proposal would include the building of an Accessory <br /> Dwelling Unit (ADU) on each of the 22 buildable lots, and each ADU would be <br /> constructed together with the primary residence. The proposed ADUs would not <br /> substitute for any portion of the otherwise-required LIHF. The Housing Commission, <br /> after discussion of fees and terms of the agreement, unanimously recommended <br /> approval of the Affordable Housing Agreement to the City Council. <br /> RECOMMENDATION <br /> Staff recommends the City Council: <br /> 1. Find the Initial Study and consistency analysis for the project have determined it is <br /> consistent with the HVSP, the HVSP Final Environmental Impact Report (FEIR), and <br /> eligible for the CEQA Guidelines Sections 15182 and 15183 procedures for project <br /> review and approval; <br /> 2. Find the proposed development is consistent with the 2005-2025 City of Pleasanton <br /> General Plan; <br /> 3. Find the proposed development is consistent with the HVSP; <br /> 4. Adopt an ordinance approving the PUD development plan and vesting subdivision <br /> map subject to the Conditions of Approval (Attachment 1); <br /> 5. Adopt a resolution approving the Affordable Housing Agreement for the project <br /> (Attachment 2); <br /> 6. Adopt a resolution authorizing vacation of a segment of public roadway (Attachment <br /> 3). <br /> FISCAL IMPACT <br /> The applicant would be responsible for the payment of development impact fees and for <br /> the costs of any required utility or infrastructure improvements. The applicant has also <br /> agreed to fund a portion of the costs to construct the Alisal Trail, with costs also <br /> addressed by application of Capital Facilities and Transportation Development Fees. <br /> Although the project would incrementally increase the demand for City services, it would <br /> also add sales and property tax revenue, if approved, and, through the payment of <br /> Impact Fees, appropriately offset the costs of future capital facilities and infrastructure <br /> as determined through the City's approved Nexus Studies and adopted fee schedule. <br /> Page 2 of 18 <br />
