BACKGROUND <br /> The City of Pleasanton has used contractors to complete citywide traffic counts for the <br /> past ten years. While the City has equipment and staff to collect some traffic volume <br /> data, the annual counts occur at 156 locations and the data must be collected within a <br /> two-week period to provide consistency in the data. A traffic count consultant has the <br /> equipment and staff necessary to collect this large volume of data in a short timeframe. <br /> DISCUSSION <br /> The City issued a Request for Proposals (RFP) for Annual Traffic Count Services. Five <br /> proposals were received, from the following contractors: AimTD, All Traffic Data <br /> Services, National Data & Surveying Services, Quality Counts, and Quality Traffic Data. <br /> As outlined in the RFP, the proposer with the lowest responsive and responsible <br /> proposal would be awarded the professional services agreement. The RFP required <br /> contractors to provide details of the data collection process, data processing, data <br /> delivery and provide examples of data reporting. The additional <br /> one year terms allow for cost adjustments based on Engineering News Records <br /> Construction Cost Index.
