BACKGROUND <br /> The City of Pleasanton's Circulation Element of the General Plan identifies the <br /> intersection of Bernal Avenue and Nevada Street as a future signalized intersection <br /> along with the extension of Nevada Street from Bernal Avenue to First Street. The <br /> extension of Nevada Street is a critical element of the Circulation Element that alleviates <br /> traffic at the First Street at Vineyard Avenue/Ray Street intersection, as well as the <br /> Stanley Boulevard at Valley Avenue/Bernal Avenue intersection by providing an <br /> additional access path to and from First Street for the residents and businesses in <br /> eastern Pleasanton. <br /> The design of the Bernal Avenue at Nevada Street traffic signal is a full eight-phase <br /> traffic signal with left turn arrows for all four approaches. Due to the proximity of the <br /> intersection to the Bernal Bridge over the Arroyo Del Valle, the median on the south <br /> side of the intersection will be modified to allow for additional storage capacity by means <br /> of a second left turn lane. This location is anticipated to have numerous pedestrian and <br /> bicycle crossings from the Arroyo Del Valle Creek Trail. This project will modify the <br /> corners of the intersection to reduce the crossing distances for pedestrians and <br /> bicyclists. <br /> DISCUSSION <br /> Construction contingency is an amount added to the base bid amount - typically ten <br /> percent. Contingency may be used to pay for unforeseen work, equipment, or changes <br /> to the work required to complete a project. At the time of the original contract award, <br /> contingency was omitted as an oversight. Staff did not anticipate the need to include <br /> improved trail access as part of the signalized intersection project, which is now <br /> necessitated due to the separate Nevada Streetscape Improvement Project currently <br /> under design. Although the scope and details are yet to be established, staff anticipates <br /> that additional funding will be needed to provide a wider pedestrian pathway adjacent to <br /> the fire station and east of the intersection to provide improved trail access. The <br /> contingency would allow for funding to be assigned once scope and costs are <br /> developed and finalized. <br /> Traffic signal equipment is anticipated to arrive at the end of February or early March <br /> 2022. Remaining work such as equipment installation, traffic striping, and signal turn-on <br /> was originally expected to be complete by the end of April 2022. Unfortunately, a <br /> significant theft of project supplies and equipment at the job site occurred recently. <br /> While the impact of this incident is not anticipated to affect the project budget, the <br /> timeframe for securing replacement equipment is likely to create a project delay of <br /> weeks or even months.
