Councilmember Arkin requested support for placing the Net Energy metering issue resolution on the <br /> agenda. She reported EBCE will be voting on the proposals in the next month, so their time is of the <br /> essence. <br /> Councilmember Narum advised it will not be voted on at the California Public Utilities Commission <br /> (CPUC) until next year to wait for a decision coming out of the courts on December 10. EBCE was <br /> opposing legislation that affected solar and that legislation was put into a two-year cycle. She advised <br /> they had planned to oppose the legislation, see what the CPUC put forward, and take a position at that <br /> point. She advised at the last meeting there was agreement by the board to come back with the <br /> resolution around the Net Energy Metering (NEM) 3.0. She would like to see what they come back with <br /> at the board meeting in two weeks for their resolution and if it passes then the City Council can review <br /> it. She noted there is agreement that net energy meeting as it is today is not sustainable. <br /> COUNCIL REPORTS <br /> Councilmember Testa reported she represented the City at a Diwali Celebration. She reported <br /> attendance at several League of California Cities workshops and Council committee meetings. <br /> Councilmember Narum reported attendance at the LAVTA Wheels bus meeting and reported another <br /> clean audit. She reported attendance at an EBCE board meeting and noted they also had a clean audit. <br /> She reported attendance at the Tri-Valley Mayor's Summit and noted Mayor Brown did a great job <br /> representing the City. She advised if the five cities were put together it would become the 10th largest <br /> city in California. <br /> Councilmember Balch reported the Pleasanton Chamber of Commerce had their 75th Celebration and <br /> Mayor Brown officiated the award. He reported EBCE had a meeting on October 21st and advised they <br /> are preparing to do a business needs/recovery survey in early 2022. He reported attendance at a <br /> Dublin San Ramon Services District (DSRSD) had a Liaison Subcommittee meeting on October 21 and <br /> a StopWaste meeting on October 27 where they reviewed SB 1383 and other items coming from the <br /> State related to waste diversion. He encouraged residents to visit their website and advised Stop Waste <br /> is working to improve home energy score usage with PG&E on home efficiency. <br /> Mayor Brown reported attendance at the Chamber of Commerce community event and the Water <br /> Round Table. <br /> ADJOURN TO CLOSED SESSION <br /> Councilmember Testa adjourned the regular meeting at 10:36 p.m., with a tribute to men and women <br /> serving in the military, honoring the memories of those who have died in defense of our country. <br /> CLOSED SESSION REPORT <br /> City Attorney Dan Sodergren advised there was no reportable action. <br /> ADJOURNMENT -The meeting adjourned at 10:57 p.m. <br /> Respectfully submitted, <br /> 015 elyn /� o • <br /> City Clerk <br /> City Council Minutes Page 19 of 19 November 2,2021 <br />
