Mayor Brown noted this is a complex legal document and recommended having the Legislative
Subcommittee do a review and come back and make a recommendation to the City Council or it can be
given to Townsend Public Affairs for review.
Councilmember Narum recommended having staff or Townsend Public Affairs review it.
Councilmember Arkin recommended support and would like to see the resolution on the next agenda.
Councilmember Balch advised he does not support the request and does not believe the City Council
should be taking on and endorsing an initiative. He thinks it is fine if a Councilmember wants to endorse
or weigh in on their own candidate, but he is not wanting to be an activist City Council. He encouraged
the City Council to exercise restraint.
Councilmember Testa advised the language in the initiative is in line with the City's legislative
framework. Councilmember Balch advised the City's legislative framework is for advocacy of items that
are before the State Assembly and Senate. He noted this is an endorsement from a City Council for an
initiative and cautioned the City-Council to exercise restraint.
City Attorney Sodergren advised this is solely to put the request on another agenda and cautioned the
City Council not to go too far down the road for discussing the policy.
Councilmember Testa requested support for putting it on the next agenda and is supportive of having
the Legislative Subcommittee review the initiative. Mayor Brown expressed support and
Councilmember Arkin agreed. City Manager Fialho advised that it is a short turnaround time to get the
Legislative Subcommittee together. He advised staff will attempt to prepare it for the November 16
meeting but cautioned the City Council it may go into the first meeting in December.
Councilmember Narum reported the Three Valley Foundation launched on Monday and it is her
understanding they have asked for $50,000 payable over three years from each of the five cities to
cover their start-up costs and requested support for the item. Mayor Brown recommended they come
through the grant process at the beginning of next year. Councilmember Narum advised their request
would not qualify for a grant and noted the funding is just to get them back room up and running. She
advised Dublin has this item on their agenda this evening.
Councilmember Testa advised she has no prior knowledge of this request and requested additional
information.
Mayor Brown advised she prefers the Three Valley Foundation to wait until next year's grant process
and noted maybe a grant will be created for them. She expressed concern about going out of
sequence.
Councilmember Arkin advised she has heard preliminary information on the Three Valley Foundation
and expressed concern about the City getting involved and would like to have more information.
Councilmember Narum requested an update to see where the City Council is on the request because
she thinks it could be very important to the community and would not want to see the money go down
to the Silicon Valley Foundation.
Mayor Brown recommended the Three Valley Foundation reach out to the other City Councilmembers
to inform them of their request.
Councilmember Balch is advised he is not familiar with the Three Valley Foundation but would support
learning more information.
City Council Minutes Page 18 of 19 November 2,2021
