small City? The metrics used to draw the lines will depend on whatever the council and the supposedly <br />impartial panel deems to be appropriate. You can see how easily this plan can be manipulated to favor <br />one "interest group" (ethnic group, political party, religious group, economic class , etc.) <br />And furthermore, my voter rights will be violated if this policy is enacted by removing from office the <br />legally elected council members before their terms expire simply because they live in the same district. <br />But since I am currently in the "majority" group, then MY rights would no longer matter. <br />It is already difficult to find viable candidates to run for City government positions without requiring that a <br />person live in a specific zone/region/district. What will the qualifications be to run for office? Will proof of <br />residency be required? Must the person own property in that district? Must they have their primary <br />residence in that district? If so, for how long before they can run for office? What if no one from a district <br />runs for office? Would someone be appointed from another district? Or would the lines get redrawn? You <br />can see the problems that must be addressed before any such plan can even be considered. <br />Also, would the council member be required to recuse him/herself from voting on an issue if it affects his <br />or her district? That would totally negate the intended purpose of having a "District Representative" on the <br />council. And it would constantly change the majority on the Council. If more than one district was <br />involved, would those members be required to recuse themselves? It could become a decision made by <br />only one or two councilmembers. You can see the disenfranchisement developing already. <br />I know you will make the right decision for our City, that is why I elected YOU even though you don't live <br />in my "District". If the pandemic has taught us anything it is how supportive communities embrace and <br />support each other through difficult times.
