Since the Improvement Plan was completed, the phasing of the plan has changed from <br />this original five -phase approach. In particular, the ongoing issue of settling of the <br />roadway surface on West Las Positas has made it more urgent to undertake a more <br />permanent fix and completely reconstruct the roadway. This reconstruction project <br />provides the opportunity to combine the pedestrian and bicycle improvement project <br />with the roadway improvement project to accelerate and augment several elements of <br />the bicycle and pedestrian project. <br />The new plan shifts from a bike lane project to a mixed-use path design on both the <br />north and south sides of the roadway between Hopyard Road and the Iron Horse Trail. <br />This mixed-use path design was the preferred design of the Pedestrian Bicycle and <br />Trails Committee but was not originally selected due to the high construction cost. The <br />prohibitive cost of the mixed-use path was primarily related to the need to construct new <br />curb and gutter along the entire corridor. The West Las Positas Boulevard <br />Reconstruction Project (CIP No. 11514) also requires removal of the existing curb and <br />gutter, and construction of new curb and gutter. With this necessary construction <br />element completed through the West Las Positas Boulevard Reconstruction Project <br />(CIP No. 11514), the mixed-use path design for the West Las Positas Bicycle and <br />Pedestrian Improvements Project (CIP No. 17567) becomes a feasible project. <br />The City of Pleasanton's allocation of $867,000 from the Alameda CTC will be added to <br />the existing funding ($2.2 million) already secured for CIP No. 17567, bringing the total <br />funding to slightly over $3 million. Early project cost estimates for the roadway <br />improvement and bicycle improvements are $10-12 million. On October 5, 2021, the <br />City Council approved a professional service agreement with BSK Associates to <br />conduct a geotechnical study related to the roadway improvement project. BSK will <br />perform a geotechnical analysis, develop conclusions, and recommend permanent <br />repairs for West Las Positas Boulevard as part of CIP 11514. A construction cost <br />estimate will be developed upon completion of BSK's work, which will incorporate the <br />recommended bike and pedestrian improvements from the West Las Positas Boulevard <br />Corridor Plan. <br />Budget <br />The original project budget for CIP No. 17657 was $2,200,000. The allocation of <br />Alameda CTC approved funds of $717,000 from Measure B and $150,000 from TFCA <br />for fiscal year 2022/23 brings the total project funding for CIP 17567 to $3,067,000. <br />Page 3 of 4 <br />
