Exclusion of the alternative removed sites would reduce overall capacity by 1,528 units, leaving
a remaining total capacity of 5,101 units among the other sites — this would bring the total
capacity of new sites needed slightly over the recommended 50 percent buffer (386 units over
the buffer).
NEXT STEPS
Following this meeting, staff will provide the Planning Commission's recommendation to the City
Council for its consideration, anticipated to occur at a meeting in January 2022. Once the initial
sites list has been identified, staff and the consultant team will work on preparing a Notice of
Preparation (NOP) for the Housing Element update Environmental Impact Report (EIR) in
accordance with CEQA Guidelines followed up by an initial scoping meeting in February/March
2022.
PUBLIC NOTICE
Notice of this item was published in The Valley Times and courtesy notices were mailed to all
property owners of sites under consideration. This item was also identified in the Pleasanton
Weekly's "Agenda Highlights" for upcoming public meetings, and an email notification was sent
to all interested parties who have signed up on the Housing Element website:
oleasantonhousinoelement.com. Staff has received 16 emails related to the Housing Element
since the last Planning Commission hearing on November 10, 2021, the majority in opposition to
including of Valley Plaza and Mission Plaza in the sites inventory. All public comments have
been included in Exhibit F for reference.
CONCLUSION
Staff is recommending that the Commission review and provide a recommendation on a list of
potential sites under consideration for future rezoning and inclusion in the environmental
analysis as part of the Sites Inventory for the 2023-2031 (6th Cycle) Housing Element Update as
presented in Exhibit E.
Primary Author: Jennifer Hagen, Associate Planner, 925-931-5607, jhagen@cityofpleasantonca.gov
Reviewed/Approved By:
Shweta Bonn, Senior Planner
Ellen Clark, Director of Community Development
Housing Element Update Planning Commission
14 of 14
