these factors, the Planning Commission's input, as well as the number of community <br />comments in opposition to including these sites, staff does not recommend their inclusion. <br />Site 26: St. Augustine — 19 Units: This site is entirely surrounded by low-density, low-rise <br />residential development, and would thus be suitable only for relatively low-density <br />housing. Although the Archdiocese has indicated its interest, given that it is a small site, <br />with a small yield of units, staff does not recommend its inclusion. <br />Site 28: Steelwave — 1,331 Units: The majority of this large site lies outside of the <br />Pleasanton City limits and will require a comprehensive study to determine the <br />appropriate mix of land uses, number of housing units (if any), as well as supporting <br />infrastructure and circulation. Complexity to planning this site is compounded by the <br />potential development of a large new distribution facility on the 58 -acre parcel; and the <br />unknown development status of the 26.6 -acre property (also owned by Steelwave) just to <br />the east of the Village at Ironwood. Although the Steelwave properties may ultimately <br />prove to be an appropriate location for housing, staff believes it premature to commit to a <br />particular development scheme through the Housing Element process, and rather let such <br />a proposal be more comprehensively considered through the East Pleasanton Specific <br />Plan (EPSP) process. As previously stated, staff believes it is premature to commit to a <br />specific density range and development scheme without further public outreach which <br />would be required as part of the EPSP process. <br />Excluding the above five sites would reduce overall capacity by 1,677 units, leaving a remaining <br />total capacity of 4,952 units among the other sites — this would bring the total capacity of new <br />sites needed approximately in line with, though slightly over, the recommended 50 percent buffer <br />(237 units over the buffer). <br />Alternative Initial Inventorv. with Inclusion of SteelWave Provertv <br />Although staff is recommending that SteelWave be removed from the list at this time, the <br />Planning Commission and Housing Commission both showed initial support for keeping the site <br />in the inventory. Since this site could include up to 1,331 units, if it were included, without other <br />adjustments to the overall list, the total inventory would be well in excess of the recommended <br />number to address the gap plus buffer. <br />If the Planning Commission believes that the SteelWave site should be included, and that its <br />proposed density/total unit count is appropriate, staff would recommend that five additional sites: <br />Site 4: Owens Drive; Site 10: ValleyCare; Site 11: Old Santa Rita; and Site 12: Pimlico North, <br />and Site 20: Boulder Court be removed from the list, based on their overall feasibility, initial <br />scoring and other considerations. The suggested list of sites to be excluded would then be as <br />follows: <br />• Site 4: Owens Drive (71 units) <br />• Site 10: ValleyCare (108 units) <br />• Site 11: Old Santa Rita (656 units) <br />• Site 12 Pimlico (North) (64 units) <br />• Site 13: Pimlico (South) (40 units) <br />• Site 17: Mission Plaza (67 units) <br />• Site 18: Valley Plaza (220 units) <br />• Site 20: Boulder Court (284 units) <br />• Site 26: St. Augustine (19 units) <br />Housing Element Update Planning Commission <br />13 of 14 <br />
