Later in the same month, the <br />City shifted its priorities to focus on the COVID-19 pandemic and again suspended the <br />EPSP process. <br /> <br /> May 2021: The City received a RHNA allocation of 5,965 units. <br /> <br /> November 2021: City staff did not include Steelwave in its Housing Element Update <br />outreach process, forcing Steelwave to submit its statement of interest on short notice <br />and after the City’s submission deadline. <br />
